Scrapper secondaries do not critical so no, Shield Charge will not crit.
I believe Shield Charge does the same base damage with Brutes, Tanks, and Scrappers because it is actually creating a pet that does the damage. However, you can get a lot more benefit out of Against All Odds with a Scrapper than on a Tanker.

Shield Charge does just as much base damage on any AT (Brute, Scrapper, Tanker) and it does not crit. The way it works is by summoning a pet which deals the damage. All three ATs summon the exact same pet.
[edit: I spoke too soon. Brutes/Tankers share the same pet and Scrappers have a separate one. The only difference between them is Brute/Tanker's taunts and Scrappers don't. Otherwise, they're identical. See below.]

Go Scrapper, if damage is your concern. Even if Shield Charge does more damage for Tankers, the majority of Tanker attacks hit like a wet noodle.

1) Does Shield Charge crit?
2) Does a Tanker's Shield Charge do more damage because it's part of their Primary set?
(I'm trying to decide whether to go fire/shield Scrapper or Shield/Fire Tanker)
