Vista or Steam. You can see that the servers are up by going to the server status page.

I checked that as well from the ncsoft side, and of course all of the servers are up.
The other steam games run fine of course as well. Only COH is the problem.

I don't know how Steam interacts with the COH install. Can you stop Steam entirely, and find COHUpdater.exe to run directly?
While you're at it, disable UAC if you haven't already. Purely for the sake of testing. I know Win7 brings up UAC warnings with the updater (though, renaming it something that doesn't have "updater" in the title, it ignores it.)
Something else you may want to try is to download the Updater from the NCSoft Account page using this link.
When you run the updater, have it install it into a different directory from where you have the game currently installed so that you get a full non-Steam install.
If the game launches and runs correctly from this, you'll know it is due to Steam and possibly Vista and how they interact. If it still doesn't work, there are other issues going on and you may be asked to post the output from CoH Helper and a HijackThis log.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I had the same issue and i had to run coh as admin....right click on coh icon and then run as admin. There is a fix you can do I've been to lazy to do it though 
Just wanted to say 'thanks' for all the help. I ended up solving the problem by using the 'big stick'. I found an old COH CD and loaded the game, then waited forever to update. It worked.
