Why not? - its MA. The world doesn't have to end the way you came in like most dev arcs.
One thing I have always wanted to do was rob Wentworths.
Yeah, these missions are fiction in game canon, so they can end any way you want them to. It's called Architect Entertainment for a reason.
Now, if you want to present your arc as a 'this is really happening' one, then I suggest you use Blue Steel as your beat-down hero. He's the Chuck Norris of CoH, so any try to take him down would need extensive preparations, or it'll all go horribly, horribly wrong.
Maybe your villain can even try to recruit Red Iron, Blue Steel's unofficial Praetorian.

You could always try to steal some type of powerful magical artifact from the MAGI vault and sell it to some magic based enemy. For fun & profit, of course.

Qr - invent a character who's emotionally close to one of the sig heroes, preferably one with a bit of angst about them, like manti, and at the arcs conclusion, have the player kill that person and escape with the gold/device/artifact/whatever.

How about, instead of asking other people to come up with your plot for you, you think about what your villains would want. If it would benefit your villains' evil plans, it would probably benefit other people's villains as well.

Your Villain Needs Your Help
Please allow me to explain.
I've been meaning to make a villain story-arc in the Mission Architect for quite some time now. I've just been waiting until the devs quit breaking the Mission Architect. Yeah, I know. I'll be waiting a few years at the rate they're going. So I've since decided to just wait until Issue 15 goes live. (By the way, I noticed that hero arcs outnumber villainous arcs by quite a bit. Why do the players hate villains!?!?!?!?!eleventyone1one1one!! Sorry, couldn't resist.)
Anyway, I was reading the thread "Does evil ever win? Should it?" It's some great reading, you should check it out, if you haven't already.
Back already? Ok great.
In order to start writing my arc I have to first decide on three things. First off I've decided that in my arc the contact is going to work for the Player Character Supervillain (hereafter refered to as PCSV), bringing him information and opportunities that he has asked for. The contact is also going to be respectful and even a little bit fearful of the PCSV. Secondly, the arc will assume that the PCSV is intelligent, not simply some super-powered idiot stooge robbing banks with "Born to go back to the Zig" tattooed on his forehead.
In otherwords: my story-arc will be completely different from just about every dev written villainous story-arc currently in the game.
So that just leaves the third thing: The Goal. Obviously I can't use "conquer the world" since that cannot succeed, and I want the PCSV to be able to succeed. I could do the "track down and kill the Superhero that's been foiling your plans." The problem with that is that kill Stateman/Positron/Castle story-arcs have already been done to death, and a lot of villains couldn't care less about those guys anyway. What I'm struggling to find is a goal that will be a good motivation for a wide range of villains. I've thought about using a simple McGuffin. Something like "Let's (find) / (create) this (Magical Item of Power) / (Powerful High-Tech Device) that will increase your superpowers even further."
This is where I need your help. What do you think would be a good choice as a goal for a villainous story-arc? Something that you believe will appeal to a wide range of villains. Or a goal that would appeal to a large number of your own villainous characters. Bonus points if it's a thing/item that's already mentioned in game.
Please help me to help your villain.
