Ice/SS Build Critique
A couple of minor things:
Icicles does *not* need recharge, but it does need more end reduction than you have. I'd swap out the CB's for Multistrike or Scirocco's (if he can afford them), and aim for at least 50-60% end reduction.
I'm guessing that the Reactives in Hoarfrost are for the set bonuses--the resistance really isn't worth slotting for--but I generally slot HF, DP, etc. with 5 or 6 Doctored Wounds. As it is, it's underslotted for Recharge, IMO.
Hopefully one of the Ice experts will chime in, but I don't think people usually slot EA for defense.
Also, Haymaker is is your best ST attack next to KoB, so I'd grab a slot from somewhere else to slot it more completely--just 4-slotting KC leaves an attack low on damage and accuracy.
Lastly, if you can steal slots from elsewhere, considering slotting Taunt with Mocking Beratement. They're dead cheap, and give quite nice 4 and 5 slot defense bonuses.

No, Icicles does not need recharge. But, defense bonuses from those sets don't give me an option on a lot of endurance. But, with EA slotted for full recharge, that should be ok. Also, defense in EA is da bomb! In a full group that's another 9%!! Who'd pass that up? And you can double stack it to 18% easily.
Did 5 Dr'd Wounds for the recharge, and the recharge bonus. Took the extra slot and put it in Haymaker for more Acc/Dam.

Take a slot (or 3) from permafrost and put one in Super Speed, and put the universal travel set in it to recover a bigger E/N defense bonus.
Switch the Focused Smite 5th slot to a Mocking Beratement Acc/Rech in Haymaker and KOB. 6th slot on KOB, put an Acc/Dmg/Rech so the stats are actually really good.
Also taking taunt earlier, 6 slotting with Perfect Zinger can save you slots in Chilling Embrace with a stronger global recharge, and it gives you a big S/L defense, making those slots worth twice as much.

--If you don't like what I have to say, it was probably a typo you are refering to.
Even with your recovery bonuses and Energy Absorbtion I think you will be sucking wind a lot. If you're determined to run all those toggles I'd suggest shooting for both Miracle: +Rec and Numinas: +Regen/Rec (yes both are super rare I know).
Just offsetting the Rage and Hasten crashes is going to be telling.
A cheaper way to go would be to add a slot to Stamina and put in Performance Shifter: Chance for Endurance.
A friend of mine asked for me to come up with a build that would cap S/L/E/N damage for him on his Ice/SS, while giving him a strong damage build for his solo play. His budget is what I would describe as decent, probably around 100 to 125 million, could be a little more. Keeping that in mind, I did my best to keep the build affordable (so long as he's patient).
Here, I've been able to put him above the soft-cap for those damage types without needing CJ. Any suggestions on slotting for better results is welcome. Just keep in mind that he probably won't be buying purples for this. Thanks in advance!
P.S. A perma-rage would be good to have as well so that the defense crash can be avoided.
