Right Tanker for me
Anything Stone/* is slow from a soloing perspective. And while near indestructible in PvP, you will also be virtually ineffectual and ignored. I'm not sure that would satisfy the criteria you've presented.
You may want to look into Inv/Axe or Inv/DM.
Shield/DM is also another good option regarding your criteria although i can't say how well Shields does in PvP (historically Defense based sets do well however).
Fire, SS and WM are good secondaries (especially when combined with Shields) if you want to be more of an AOE based toon, but AOE based toons aren't usually as effective in PvP.

Well... to start...
Stone in PvP can be pretty rough.
If you stay in granite:
You won't be able to be killed but everyone will know that and just avoid you completely (at least in my experience). You also won't be able to catch anyone at all so basically you just sit there while everyone else ss's around and has fun.
If you stay out of granite:
You will be a lot squisher than most other tanks unless you do a pretty crazy build.
Solo it is workable, but it won't be nearly as fast as say fire/ or shield/ or even wp/. Solo you probably won't be running granite which means your survivability will be slightly weaker than an average other tanker.
In large groups you won't die post 32. Granite pretty much makes you an invincible character and people will ask for you specifically for the super difficult content in the game. While granite isn't by any means the only tank that can do the content it is the one people look for first.
If you aren't aware already stone is unquestioningly the toughest tank in the game. The price you give up for that are some pretty extreme penalties if you don't plan on them. You will move slower, and be unable to jump or fly for almost the entire career of your toon while in combat. After 32 you will also get a god mode power (granite) but the price will be the same movement penalties, combined with a very large recharge penalty and a damage penalty.

I'm working on an Inv/DM at the moment, and I'll second or third the recommendation. Inv is tough as is, but you throw a fast recharging self heal into your attack chain and now you're reaching crazy levels of survivable. DM is also pretty good at single target damage, and brings a good bit of utility.
For pve, you may want to take Taunt because your AoE's come late in the game and are slow to recharge.
While I'm not sure how good Ice Armor's aura is in PVP, then that is one factor in why you could choose that set. -recharge, -damage, -speed. A damage aura means that stalkers may take damage while sneaking up on you and therefore drop out of hiding. Ice Melee adds more -speed and -recharge to the fight. -speed means that enemies will have a harder time escaping, so just getting near you would be dangerous for anyone, as it would be hard to escape once you got a hit on them. Also cold isn't the damage type that most try to maximize resistance to, since smashing/lethal are the most common damage types.
However I'm not an expert on PVP and Ice may work differently in PVP than in PVE, since many things work differently.
If you want a easy leveling tank that does well in both PvP and PvE then roll a WP SS.
WP matures early and is a sold set all around. Although it may not be as tough as INV in the later levels, its still a very sturdy tank and is much more friendly during the leveling process. PvP is all about HP and damage now. WP has HP covered. Stack some HP accolades and Hp set bonuses and WP can take a hell of a beating in PvP. You'll want to pick up aid self for PvP, but thats why we have 2 builds.
Super Strength is one of my favorite melee sets. It has nice single target damage and foot stomp is full of AoE PvE goodness. For PvP its definitely the best tank secondary. Has a nice ranged attack with hurl and lets not forget about rage.
If I were to roll a solid tank for PvE and PvP it would be WP/SS.
My friends and I are getting back into the game, one a kat/dark scrapper the other a elec/nrg blaster. I'm used to playing blasters and this will be my first tanker.
I'm not sure what Tanker is right for me. I don't want to the leveling process, both solo and in teams to be a pain in the [censored], and I want to be able to function in pvp as well.
I started a Stone/SS Tank, but I'm not sure if this is going to be a slow grinded out leveling process or if I can function in pvp.
I need help clarifying any doubts, thanks.
