Slotting Blizzard with Chance for x damage IOs
The procs would go off once every 10 seconds, so you would have 2 chances to proc if things lasted that long.
The scourge damage won't effect the chance to go off, since it is tied to the damage tohit checks the same with the procs.

Is 10 seconds how often procs go off (as a limitation?) or are you estimating the proc timing? I was thinking of doing something similar to [Ice Storm].
Rain type powers work like toggles for procs. Once every 10 seconds, otherwise they would be way overpowered. Look at blizzard, it has 76 to hit checks, so it would have around 15 procs on average use which would be more damage then the power does.

I'm sorry to hear this news ; ; I'll have to look at a build that works for me since this 10 seconds limit exists.
I'm trying to get my ice/ice corruptor set up for PvP but to do well in PvE (pretty much set for everything in general.) I want to skip Frostwork, the +HP and resist to toxic buff, since I won't find that very appealing because it doesn't buff <me>.
Thanks for the help. I'll be sure to check the rest of the threads to see if I can find some builds to compare to what I have in mind. (I won't plan to have purples for every power like some people do when posting builds.)
If you're worried about Blizzard not dealing enough damage, don't.
Sleet + Ice Storm + Blizzard = dead spawn, procs or no.
Blizzard is the highest damage-per-click power available to players, and the Corruptor version explicitly since it checks for Scourge every 0.2 seconds while having the same base damage without Scourge as the Blaster (and Defender) versions.
Tack on a blue inspiration and Heat Loss and it just gets silly.

So I noticed that the description of [Blizzard] says this (this isn't new):

I was giving this power some thought. My whole build thought on saving/using slots more effectively.
If I were to put 3 different IOs (or hamidon Enhancements) that are Damage/Accuracy into [Blizzard] and then put 3 "20% chance for x damage" IOs into the remaining slots, how often would the 20% chance for extra damage proc?
Would it proc for 20% the 156 ticks of cold and lethal damage (not including the extra 76 ticks of damage on mobs with less than 50% health)?
Would it have a 20% chance to proc even on that extra 76 ticks of damage on mobs with less then 50% health?
Seeing as the ticks do so little damage, but tons of damage over time, would the chance for minor x damage be little or would it be like on my Assassin's Blade where Negative Energy procs are above 30 damage(I think I remember seeing a 38 damage proc on my AS. I don't know if that was while in hide or not. I have an interesting short memory on these things)? Using that logic would I be seeing ticks past like 20 damage for procs?
I was thinking 20% Chance for Smashing Damage, 20% Chance for Energy Damage, and 20% Chance for Negative Energy Damage (To go along with my 3 IOs [or HOs] of DMG/ACC.)
Would anyone suggest NOT to do this? I am NOT concerned with recharge on Blizzard. It seems to be come up just when I need it.
