Are you playing Dev's Choice missions, which are indicated by an orange "AE" logo next to the arc name in the selector? Those give regular drops rather than tickets.
It's difficult, nearly impossible, to create a spawn that's certain to feature only one of Boss A and one of Boss B. Can you explain more precisely what you're trying to do?

If you are wanting to have 2 bosses in a meeting, like in many of the regular missions, that can not be done at this time. With luck that will be one of the things added in I15. You can fake it, with bosses from different factions, by having one boss be a hostage/ally set to be your enemy, with the other boss in a custom group by himself, set to guard. The problem is, you may get multiples of the second boss with groups and/or high challenge ratings.

Did I miss something, or are tickets only for higher levels? Currently level 18 brute, and I've yet to see a single ticket or virtual ticket for the badges.
Also, if anyone cares to answer: How do I put two bosses in the same 'encounter', so you can't pull one away from the other?
