what with /eng
I think the primaries that benefit most are Assault Rifle and Electrical Blast.
I think the strongest combinations that include Energy Manipulation are AR/EM, Arch/EM, Fire/EM, and Sonic/EM. If you're looking to team whenever possible I suggest Fire/EM. They're all stupidly-powerful offensive juggernauts, though.
's doesn't make things plural.
Since you'll be on teams then you will want a heavy AoE Primary. I'd vote for Fire or Archery.

I vote for Archery.

Why archery?
Or why fire at all.. It doesn't seem like anything but boost range synergizes well with it.

Corporate Zombie - Necro/Poison MM
Ardent Cataclysm - Stone/Fire Tank
Angelic Heart - Peacebringer
Maelstrom - Elec/Elec Brute
Novastar - Energy/Fire Blaster
Because of the crash-less nuke that comes with it.
Personally, I'd for a primary that is going to work well with the blapper-friendly nature of */nrg. Boost Range is a bit of an oddball in my opinion, especially when you consider that the best reasons to take */nrg (power boost, bone crusher, and energy punch) are generally wasted whenever you're using a very ranged heavy primary like arch/* and spending a majority of your time at extended range. It's only real use as far as I'm concerned is PvP.
As to what I'd recommend, Fire/* for the sheer huge quantities of blappery death you can dish out and Elec/* for the incredible AoE blapping end draining chaos that will ensue when you start dropping in Power Boosted Short Circuits.

Well I can understand that, but that seems to be the case for any primary.
I don't see the big benefit of power boost in that case.

I've always been interested in trying out a "blapper"
But I've never figured out what I need to do entirely.
Hwo does Fire blast make a good blapping set?
I know fireball has good aoe, and aim is always great. What else is important for a good fire/ blapper?

Fire/* makes a good blapper because it's all about using the most absurdly high DPA attacks you can in as quick of succession as possible. Blaze, Flares, Energy Punch, and Bone Smasher are pretty much what you do. Plus, since Fire Ball is a targeted AoE rather than a cone, you can use it in melee without problem.
The entire idea behind blapping is that you're using your melee attacks just as much as your ranged attacks. This pretty much means that you're going to be in melee and using your ranged attacks in melee. Fire/* does it well because it just has awesome damage. Elec/* does it well because it's got Short Circuit and Ball Lightning, both of which do well in melee (1 of which requires it).

Hey guys, which primary do you feel benefits the most from the /eng secondary with boost range and power boost? I looking to play 95% pve and on teams when ever possible thanks.

I think that Assault Rifle benefits the most from Boost Range, with its 3 cones. After the recent buffs AR does solid single target damage (check the DpA on Burst, Slug and Buckshot now!), and Boost Range lets you more easily use all 3 cones without moving around to optimize them. AR/Em is a great teaming build.
Sonic or Electric benefit most from Power Boost, but Sonic/EM is a better solo than team build, and the recent nerf to Power Boost makes Elec/Em not the end drain machine it once was. Ice is also nice for boosted holds.
Fire/Em is the classic blapper build to take advantage of the fast, hard hitting melee attacks, especially Energy Punch and Bone Smasher. BU + Aim + Blaze, Energy Punch, and Bone Smasher and pretty much any boss is down, and you still have 5 seconds left in BU+Aim for whatever else you want. Fire/Em is a solid hybrid build is good at single target damage, area damage, and blapping potential, with decent mitigation for soloing.
Fire/Elec can be a more damaging blapper, though, and Fire/Fire is the ultimate AoE blapper (not a build if you hate debt!).
Ice is also a good option. Fantastic ST damage to go with /eng ST damage, two holds for a little bit of safety, powerboost will help the hold durations and slows(i thik), and boost range can turn Bitter Ice Blast and Bitter Freeze Ray into long range monsters.

This is true. Ice/Nrg works out well and is probably the classic Blapper from way back in I4. It's probably the least equipped for AoE damage, but offers great control to make up for the fact that */nrg is kind of lacking in that department.
Blizzard is also [censored] awesome, I forgot to mention that earlier.
Ice/energy is a boss killer, but it's AoE isn't very good.
