They haven't implemented the official web features for that yet but there is a site I believe you can create those details and link from your sig.

Well, there's nothing official - but there are player-created offline character builders.
Mids' Hero Designer is the most popular one right now. You can plan your character's powers and enhancements, view data on power effects, download and view other people's builds, export your build to the forums, and so on.

Is there a way to view your character specs out of game? I last played this game a couple of years ago(end of 2006) and just got back into it again, but I am really lost atm. I just want to be able to view my specs and read up on my abilities that I have, and see what I may need.
