Thanks Frost and Dark Diva!

I am hoping that someone here could tell me the location of the Tailor. I've been away from this game for a couple of years, and my daughter and I would like to change our characters costumes. We used the search function too btw, and could not find it's location. I want to say its in Steel Canyon(?), but would like to know for sure.

Is there a way to view your character specs out of game? I last played this game a couple of years ago(end of 2006) and just got back into it again, but I am really lost atm. I just want to be able to view my specs and read up on my abilities that I have, and see what I may need.
