Nope, as far as I know, you need to unlock them separately through tickets.
Similarly, costume pieces that you unlock through the mission architect are not available to your characters...
Just to be clear: unlocking items in the MA has nothing to do with unlocking items for your characters. The two are completely divorced. The reason has to do with the fact that your MA slots are shared across your entire account.

I think that boughten items like the Magic pack automatically are turned on at MA when you buy them for characters. I know I didn't have to buy them with tickets. It doesn't work the other way around, though.

To add, I haven't gotten any of the newer pay-packs, and I don't have any available at the MA for tickets or otherwise. I think those are the only ones affected by your actual costume status.
EDIT: Maybe Vet Rewards, too? I have no way of checking that.

Vet Reward Costumes are already unlocked, but only the pieces for the Vet Badges you have. Otherwise you have to buy the Vet Rewards pack to get them all.
Good vs Evil pack is already unlocked if you have that.
The Booster Pack stuff is not unlockable with tickets, you have to have the packs yourself to use them in MA.
Vanguard and Cimeroran items have to be purchased with tickets as those are unlocked on a per-character basis, not per-account.
Auras and Capes have to be purchased with tickets.
Holiday items have to be purchased with tickets.
Craftable Wings and Boots have to be purchased with tickets.
If you unlock the costume pieces elsewhere, will you still have to buy them in the MA? If not, which MA costume pieces can not be unlocked elsewhere so I can spend my tickets on those?
