Alt Build Problem(No powers at frist lvl)

When Im trying to do a alt build from a arbiter i start out a lvl 1 but i have no powers from my Primary and Secondary and when i lvl to lvl 2 i only get one power? what can i do about this problem im having?

Your first level-up when you go to a new alt build is actually sub-level 1, think of it kind of like being still in the character creator. Your second power, you pick the other level 1 option, think of it as finalizing your character in the creator. THEN you pick the level 2 power.

If you are 50 it will say 50. If you are 40 it will say 40.

Assuming that you Train your alternate build up to the level that you have earned on your main build that is.

[/ QUOTE ]Err...you don't actually get any extra powers. You're just selecting your powers one at a time, unlike character creation when you select two powers, then go into the game.
