Adding/changing order of missions in arc?

Yes. Click on the book you want to move and drag it to where you want it.
There's no indication that they've swapped other than opening the mission info to see it has changed.

Is it possible to rearrange the order missions are in in your arc, or perhaps add a mission someplace other than the end of the arc?
Example: I want to work on the second mission of an arc, so see if what I have in mind is possible. How that mission turns out will have a great deal to do with the map I will use in the first mission. Is it possible to do the second (and even third mission) and then go back and add a mission as #1? What if I decide that mission 2 would work better as the first mission? Can I delete the first mission and the rest of the missions "move up a notch" so to speak?
