Are "Not Rated" effectively 0 stars?
No, not rated means not rated.
However, it IS possible to rate 0 stars on purpose. Click the 1-star, then click it again to de-select it. And yes, it does drag your rating down severely.

I know about the 0 star on purpose. The question really is does completing a arc up the play counter even if it is not rated.

I believe so. I think it even counts when YOU do your own, whereas you can't rate your own, so I think they're handled separately. That's my theory, anyway.

The number next to your star rating is the number of people who ranked, not the number of people who played. If you have zero stars and a number, then people are giving you zero stars on purpose.
You cannot rank your own mission. You can rank others, and you can change the rank after you vote

--If you don't like what I have to say, it was probably a typo you are refering to.
If you complete an arc, but either do not rate it on purpose or forget to does it effectively count as a zero. For example: There is an arc with 101 plays. 90 players rated it 5 stars and 11 forgot or did not bother to rate it. Would it be rated 5 stars or 4?
In other words is it calculated:
450 stars / 101 plays = 4.4554455
or
450 stars / 90 plays = 5 stars
