i believe u have to add an enemy possibly from the standard groups that only shows up at lv. 54 (aka 54-54). U might have to make him a boss that is a "defeat boss" objective, but i dont think it would have to be mandatory.
I have not found an lvl 54 NPC character that you can add ... found lots of lvl 53s but no lvl 54s.
I think the only way to get to lvl 54 is to have a lvl 50 grab the mission. They must have their rep set to invincible as well.
Unless of course anyone can tell me where I can find a (54-54) NPC to add ...

It's easy..I in fact have done it. Set a level 54 boss to spawn as a non-required objective. You can also set them to spawn when the missions true objective is completed. I like to set them to spawn in the front so the player don't even notice its occurred. The mission just ends as normal.
This gives you more creative freedom in what type of boss your end bosses will be.
My level 50 Dominators:
Madame Mindbender 50 Mind/Energy
Fly Agaric 50 Plant/Thorn
Nate Nitro 50 Fire/Psi

[/ QUOTE ]Are they listed under Arachnos? I've unlocked all the character packs and enemy groups...
You can set them as captives too if you don't want a lvl 54 AV stomping you into the ground. I'm pretty sure they are in Arachnos...look for Black Scorpion, etc.
I want to create a challenging arc, so I plan to create an arc where the minions and lieutenants and bosses are scaled to lvl 54. After several attempts they remain at lvl 52... on invincible. How can I get around this?
