I think it was more Capes than "everything animated" mainly because of the clipping and the continuous animation. The animation for wings is not constant and I don't see it being as much of a drag on people's machines as capes. So, I think the only real reason Wings got locked out was because they are in the same category. But then, I could be mistaken.
As much as I am for this as everyone else... well if it was due to a performance issue (as I hear) doesn't sound like much could be done?
