Random Civilian = Custom Critter?
I believe, though I could be wrong, that the second item is a bug they are trying to work out with the mission objectives.
As for the first, did you put this Civillian into a Custom Group? If so, is it by chance the same group as the Minotaurs are in?
What are each of the settings (every field name and setting may be useful in finding the cause of the problem and possibly a quick solution)? Heck, give as much detail about the names of your custom groups and anything else in the mission. If you want to keep some mystery or not give too many details, refer to the custom groups as CustomA, CustomB, and similar, but make sure you are consistent if you use a replacement term like that.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.
I wonder if that's related to the bug where in both my missions and a friend's, a "random" civilian hostage was always some old Tsoo guy.

If I'm reading it correctly the workaround is probably to specifically pick each one rather than letting them be random.
I know on the Carnical(Residental) map, that hostages take the form of Custom Characters.

You have enemies? Good. That means you've stood up for something, sometime in your life. Winston Churchill
Not much secrecy at this point. The first mission in the arc is a simple teaser to get ya involved, so its just Rescue 5 Archeologists!
My custom group (heck, they're Minotaurs) has nothing in it except Minotaurs and 1 NPC. The NPC (Dr Simons) was the head archeologist so he was originally going to be rescued in this mission. However, every time his toon was THAT OLD TSOO GUY! In the white tights and the white (?) pony tail, iirc. He was also kneeling with his hands on his head and NOT cowering like he was supposed to be.
When this started happening I thought maybe I had done something so I deleted Dr Simons. He is actually gonna show up in Mission 3, so this worked out beter for my story line (him being gone). The only objective in this mission is to rescue the archeologists.
I believe both problems are bugs. Just because I have filled out all the field, as far as I can tell from talking to people and the documentation.

Do you think Bug or Error?
Oh, thanks, btw! I really appreciate the help.
OFF TO WORK! (ug)
The first mission in my arc is to rescue 5 archeologists from a group of Custom Critter Minotaurs. So I added a rescue mission objective and selected a Standard victim, Civilians (1 - 54) and Random. I don't really care what they look like.
Every single time, the archeologists are minotaurs. Is it a bug or am I totally doing something wrong?
I've got another problem in that I set a clue for when "all victims rescued" (mission objective met) and it keeps showing up when the first guy is rescued.
This is SO weird!
