Looking at Wentworths very few level ranges have any history and there's a total of one bid in all level ranges. Is there something I've missed? Is the only way to get it by spending 200 merits, making it obscenely expensive?

I suspect that the people who farm task forces hardcore hoard all their merits and blow them on the Miracle unique and the like. Relatively few people go for the random roll at that level range, so not many of these pop up on the auction block. It's also one of the new sets, and a useful one at that, which means there's fewer in circulation in general.

I have gotten a total of 5 of these as rolls pre i14. Gave one to a friend and have the rest saved in base for respecs I hope to eventually get around to.
