Is there a way to make the mission FULL of allies?
I don't think it's possible to do what you want in a direct way. Only some details can be set to "friendly"; you can't set the default spawns of the map to be friendly.
Patrols, ambushes, and one side or the other of a Battle details can be set to "friendly", IIRC. Of course, maps can't spawn infinite numbers of these details; the map overview should tell you how many of each detail type can be found on the map.
I'm guessing the closest thing to what you want would be to spawn the map's max number of battles with one side set to friendly.

You can also set Bosses to Ally. They just can't be required objectives (because obviously you can't defeat them).
And you can set Patrols to Ally, as I recall. It might be possible to almost fill a small mission with Allies, but there would still be leftover spawn points, I think. I'll have to play with it.
Fill the map with friendly patrols and boss spawns set to not-required. Then you can have triggered enemy patrols and bosses that fill up the rest of the spawns and don't appear until you trigger them. You can see an example of this in Arc 1567.
The third mission of my villain arc "MAGI Vault Heist" starts out with nothing but allied Mook patrols, then the police bust in after you complete a mission objective.
I haven't checked since Beta, but there were at least a few maps where the allowed number of patrol spawns plus objectives took up every spawn point, so you could get a map with no enemies, ever.
Remember the Rikti War Zone mission where you walk in, and it's full of friendly Vanguard? I want to accomplish something similar to that: you enter, the mission is full of allies, and monsters appear individually in isolated spots. Is there a way to accomplish that? Can I look on my hard drive and tweak the file to make it so?
