An EB can never go UP, but it can go down. If someone's playing at the lowest difficulty and solo an EB becomes an ordinary Boss.

Correct.
The behavior you have been seeing in cannon missions to this point is an AV defined as an AV scaling down to an EB when the team is too small, and remaining an AV (because that is how he/she is defined) when the team is of proper size.
That blue thing running around saying "Cookies are sometimes food" is Praetorian Cookie Monster!

So if I make an EB and a team of eight on invincible
walk in, he is still an EB (not an AV) correct??
