PvP Information I13/I14
With I13, they pretty much killed perma-doms and stacking holds in pvp period. Holds cannot be stacked anymore, and basically anyone can be held by 1 hold(granted all holds from players only last 8 secs or so max). Defensive toggles do not drop anymore, unless you run out of end.
The level pact both toons have to be level 5 or below and then you just right click on them and the option to start a level pact is there.

Wait, so 1 hold is sufficient to hold someone? Are you able to hold again after it wears off? Or do they receive some sort of protection?
15 seconds of mez suppression. Basically you can expect to hold someone for a few seconds, every 15 seconds.
Hello, I am a returning player to City of Heroes and I was wondering if some of the regular pvpers could answer a few questions of mine regarding Issue 13 and up coming Issue 14 pvp changes.
First, on how mez works in pvp. Did they change this where the duration is alot shorter now? Or it is affected by diminishing. returns? Are controllers/dominators still effective at holding someone in pvp environment?
Also, I am interested in zone pvp as well as arena, and I am just wondering if Freedom is still the "unofficial" pvp server. I'm sure there are several good pvp servers, but I am primarily most interested in populated zone pvp servers. (at least the more populated one in the current state)
Any help appreciated. (If there were any other dramatic pvp changes other than suppression, feel free to add to your reply if you wish. ^^)
P.S. Just a side question, how does level pact work? Do you just pick someone and theres an option? Or you have to start it at level 1 or something.
