Character Reference Guides?
I'm drawing a blank... I want to say Juggertha does.
That said, it's easy enough to set up overall "looks" and basic info for your characters, as long as you *have* decent screen shots. Watch your lighting...
Via screenshot, this is what I typically give someone I'm commissioning, with a little blurb about them and their powers. It's worked so far.
Well, the first thing I recommend you do is get a image storage site. I like Photobucket.com but any is just as good, such as Imageshack.
It's also not a bad idea to get a Deviant Art account. For a non-artist, a free site is adequate. It can be a resource for finding artists that are not necessarily CoH players.
As far as reference images, I recommend you start with something like this. If an artist is a CoH player, it allows them to pretty much visually exactly what your character would look like.
yeah do it one of two ways either something more classic like this or less classic like this.

I tend to set up a reference collage, along with a short description, and post it to my DA scraps.
I then have a reference 'page' as a stickified journal entry. It has thumbnails to all the costume references.
"City of Heroes. April 27, 2004 - August 31, 2012. Obliterated not with a weapon of mass destruction, not by an all-powerful supervillain... but by a cold-hearted and cowardly corporate suck-up."
So just put together a bunch of Photos, sounds like a plan, I guess I'll do it that way and see about sending off for a commission. :3

Well, be picky about them. They should be clear - shut off all your powers so the artist can see the costume, for instance. Keep a shot *with* them if it's important. Make sure they have the details you want. If the face, for instance, isn't "quite" there but they look, to you, like such-and-such a person, note that.
Look at it and think, "without knowing this character, do I 'get' them and could I, as an artist, portray them correctly?"
something I did for character I'm using in comic is make like a book entry, kinda like the Transformers: More then meets the Eye series or the G.I. Joe: Combat Record series, eh hell. Here have a look for yourself: City of Heroes Invasion Primer: Torroes Prime
The image, plus the information helps me keep track of who and what the character is. It's a bit of work, but I've found it to be very useful in my efforts. Not sure if you'll get the same value from it, but that's my 2 cents.

I like that...
I feel like yelling Go Joe, but that would totally get me in trouble. D:

I actually have one one step further. I take screenshots from the Tailor screens, and then crop and stitch them together in Paint.NET. I've also used COH Splasher to swap out the 'character entry' screens for simple gradients, to make the character details easier to see.

I developed a similar process, though I think mine ends up beign less work. I make demo files of my toon, performing certain emotes if needed, but with no map specified. and then I run that demo through Zloath's demo launcher with demodump on. That gives me a series of images of my toon, basically in the middle of the sky. I can drop the image into PS, and use the Magic Wand to select about 85% of the background in one go. Then I can use the Lasso tool to select the rest of the BG and separate it from my toon. That's how I did the images in my pages up there.

Uh... less work?
I just created gradients (blue to light cyan, red to light salmon) to use as character screens, loaded them with Splasher... and now with that set up, I can take 3 or 4 screenies in the tailor screen, paste to Paint.NET, crop, and paste into a collage. I can create a ref image in 10-20 minutes.

most of the time is actually grabbing the screens and uploading to DA... but... yeah.
Workflow is workflow, you use whatever process you like, really. I'm just not all that good at demo editing.

After a bit of thought over how I'd like some art for my characters and considering that I've begun to amass a bit of wealth from my time off the game in the working world I've decided that now is about the time to start considering commissions. However I'm really not sure where to start, or rather I want to start somewhere specific and go from there.
Y'see as much as I'd like to get some beautifully rendered full color comic book style pieces from professional level artists I don't really want to hand them just fuzzy screen shots that I took who knows when. Rather I've been thinking that I should start simple, a reference guide of my characters.
While not really all that challenging for someone to do, its a very important step I think if I'm going to be buying art. Problem is I don't know anyone who'd do reference guides exclusively, I mean I'd be willing to pay, I just don't want to front massive amounts for something that's going to be seen mainly only by other artists.
So I'm at a bit of crossroads, and I'm hoping that one of the fine artsy types on this subforum might be able to help my artnoob self and point me in a direction. So how about it? Any leads?
