You use the button on your keyboard that says Print Screen. It's usually at the very top towards the right hand side. Then you need to go to:
My Computer
Local Disc C:
Program Files
City of Heroes folder
Then to the screenshots folder within that one.

Hit the "prt scr" button. On some keyboards is says "print screen".
This will create a screen shot of what you see in game. By the default, the UI is removed, but you can add it if you wish.
Screen shots are automatically stored in a "Screen shots" folder under you CoH directory.
To find it, click My Computer-->C Drive (assuming you installed CoH there)-->Progarm Files-->City of Heroes-->Screenshots.

i was lloking thru the city of heroes folders and theres no screenshots folder is there an alternate folder i would be in

Depending on your settings, you may have to go into Menu>Options>Keymapping Tab, and set your Screenshot keys (Scroll down to 'Other near the bottom of the page.)
You have the option to set different keys for taking .JPG and .TGA files.
On my laptop, it requires me to hit the {fn}+{print screen} keys, which CoH doesn't like, so for me I have set the INS key to take .JPG's while HOME takes .TGA's
It didn't create the folder automatically after using Print Screen? That's odd. My Toshiba laptop did.

On some systems, Vista tosses the screen shots into a different folder.

Actually I am running Vista
I am running Vista 64, and my program files are in the C: Dirve, under a folder called Program Files (x86), the COH folder is in there, along with the Screenshot folder.
In my normal Programs Folder, there is NO COH folder at all.

same here about the last part accept i dont have the screenshots folder under COH
again make sure you go in game and press your print screen button... you can also go into your options menu in the game and change the screen capture to be any other button if you prefer...
IF you have photoshop or some other photo editing software, you can press Print Screen, open up a NEW file and paste in your image from your pc's "drawing board" or image memory.
BUT that only works once, if you take a new screenshot, the old one will be gone. Your Print Screen only remembers one image at a time, however, if none of this works, try making a new folder in your COH folder called Screenshots, and see what happens after you're in game and pressing Print Screen.

How do I take a screenshot from the Character Creator/Tailor Screen?
Bring up your art app (Paint etc) so it is n the foreground (on top of the Character Creator/Tailor screen,) move it so you can just see part of it (Paint or whatever,) I move mine down to the bottom of the screen. Hit Print Screen. Paste into your Application.
I will actually have two open, that way I can paste the entire screenshot into one, then clip from it and paste into the second for doing multiple shots.

No problem. 
Seems to be a common issue. If you want to get cleaner shots of a character, use the Save Costume feature, it clears away costume editor interface. You can even zoom in the editor click on Save, and get a good close-up shot without the color palette and rotate arrow being in the way.
