I disagree with this one. I LOVE Fallout. Especially on teams where they expect me to be the primary or only healer, and have no clue how to work with Rad toggle debuffs. Anytime I join a PuG the first thing I tell the team is: I am not responsible for deaths resulting from the premature killing of anchors, but if it happens I have Fallout.
I also have a policy of not following anyone around to keep them alive with my pathetic heal, I have better things I could be doing.

I use Fallout frequently, and it's on a team of experienced players. Some of them Volunteer for it, going so far as to position themselves just right, then turning off armor, so they die in Juuuust the right spot.
Heck, it works the worst on teams of newer players - they all either Fear Debt still or can't wait a few seconds before getting a rez/handing out a rez.
The teams that have Seen it's Glory? They know a Good Time when they see it.

See, it's gems like these that make me check Claws' post history every once in a while to make sure I haven't missed anything good lately.
