Kinda....at the moment, Alex is taking commission requests in his "98" thread. I'd suggest you post there with screenshot links and hope for the best.
Normally artists are not going to give away something for free unless there's a really good reason or they just want to....paid commissions is how they get repaid for their time and talents.

I'm right there with ya. The best choice is to keep an eye out here for freebies since they are usually announced. But with any freebies, they are: usually pounced on very quickly, are limited by the artists time/choice, and won't necissarily be in the style that you would prefer.
I've been lurking here a short while, have tried to pounce on a few free art offers, and so far have had no luck. I've got a good feeling about Alex's thread though since he's pretty dilligent and I really enjoy his style, and 98 is a nice large number. Your methods may vary, and good luck!
It's also not a half-bad idea to watch artists on deviantArt.com (for example) or other artists' sites, whose styles you like. A lot of people post art they've gotten here, with links to the artists's dA page, so it's not hard to build up a sizeable list of watched artists (at least, it wasn't for me). Sometimes, these artists run specials for commissions which, while not free, are still pretty inexpensive. Won't mention prices here, since that's verboten, but if you search for JohnBecaro on dA and look at one of his recent journals, you'll see what I mean.
Admittedly, I've gotten a lot of my watched artists on dA from TheMaskedShrike's gallery. >.> You could do worse than to watch her there and see what goodies she gets.

Willpower has more passive regen than Regen does. Who thought that was a good idea?
Can we get a fix for Energy Melee instead of more new sets?

You've gotten loads of good advice here, Gobbledygook. This forum and DA are really great places to find artists you love. DA artists seem to have special promos and open for requests more often than you might think--just Watch some artists you like and check your DA messages now and then to see what they're up to.
Really, there are great artists out there for every taste and budget. You might be surprised!
