Long story short, health and endmod procs are perma only in auto powers. I'll say here that there is a great section on paragonwiki.com that has all the procs and how the conditions they need to be activated. You'll have to search for it yourself for now. I'll edit this post at a later time with a link to that. For now, my brother's waiting for me to hook this laptop to the TV to watch Easy A. So I'm off. Laters.
