FW scales parallel with HP caps and levels so it's always the same no matter the level range, a 33% heal enhance to FW will still cap out half the ATs in the game no matter the level range, no matter how that amount is achieved through enhancements.

Believe it or not, i ended up skipping Infrigidate also with this pair. Though its a great power altogether to have, its conceivably possible to skip this power to open up another power choice. Its just a single target -slow/-recharge, which alot of the other cold powers overlap into already. It is a great setup for your Benumb/Heatloss debuffs for its -Def. But -Def is pretty decently covered by Sleet, especially 3slotted w/ -Def. Im not sure of the numbers, but i think a Cold will have plenty of -Recharge/-Slow/-Def to make the power a bit unneeded.

Infrigidate is there so you don't have to wait 25 to 30 seconds to target paint a single foe with Sleet, you can just do it on the fly with Infrigidate and for less cast time and higher debuff value. Considering you'll be doing more ST damage than AoE, it's pretty important for not just you but everyone in the team that is /assisting you. Also unslotted sleet+infrigidate has a greater def debuff value than 3 defdebuff slotted sleet or 3 defdebuff slotted infrigidate. It's thusly in your best interest to stack them.

A bit surprised that you dont have Aid Other as a Pool choice. A "shield buffer" that is able to do team maintenance healing is such an awsome combo. With 3slotting heal, 2slot rech, 1slot interrupt for a defender turns it into a 520+hp every 7seconds or less damage mitigation tool. Every once in a bit, a heavy hit or combo of hits gets thru the defense of a teammate(especially -def attacking mobs) and puts a hurt on them. A well-timed Aid Other restores all confidence... i'd skip the Stimulant and get Aid Other instead. Even mezzed, a teammate will still be protected by your defense......

This guide was written before Issue 13 when Mez was a much more relevant issue than healing allies, since a bad mez could shut down important toggles instead of simply suppressing them. Stim is still quite good over Aid Other simply because Cold's +Def and -recharge is such an incredibly strong synergy that it really doesn't need a heal helping out, mez however can still cause problems in some encounters. Personally I take neither on any of my cold builds.

Thanks for the nicely done guide and numbers on AVs, will be respecing out frostwork in favor of sleet soon I'm sure. Didn't think I needed more -res on a cold/sonic with 5 -res attacks, but it seems moar is bettar.

I liked this guide a lot and used it for my Cold Corrupter who is on Vigilance server, the only change I would suggest just so that some occasions are covered is the bit where it says "never buff". I would of said "only at times buff" as not everyone builds the same way or are equally as thoughtful about their play but rather than go into things leave something for people to think for themselves on. I think Frost Work has more value CoV side so I made sure I took it.

I made a more offensive Cold/Ice build recently, and I'd like to share it.
Perks:
Less than 2 second downtime to Hasten.
Powerboosted Ice Shields + Arctic Fog = Soft Capped Defense for Teammates
13.6 Second Overlap for Sleet
PvE Invisibility with Stealth IO + Arctic Fog
100 Second Nuke Recharge
11 Second Downtime for Heat Loss
VERY Strong Single Target Attack Chain (Ice Blast and Bitter Ice Blast on 2.4s and 3.33s recharge, Respectively)
Easy Single Target Hold Chains (Before Power Boost)
Relatively High Resists
Downsides:
No Snowstorm (High Sleet Overlap and Ice Storm/Frost Breath compensate for this)
Focus is on +recharge rather than personal Soft Capping
No Slotted KB Protection (You may choose to replace the Steadfast IO I have in Arctic Fog with the KB Protection one, but you have Hover, which is soft KB Protection)
Build Requires a considerable Influence Investment
(You may replace the Purple Set in Bitter Ice Blast with Decimation and replace the set in Blizzard with 2 Damage IOs, 2 Recharge IOs, and a cheap IO set like Detonation for a Dmg/Rech, letting set bonuses, Sleet, Aim, and Buildup take care of your Accuracy)
Summary:
This setup (or the non-purple variant) boasts fast power recharge times, almost unlimited endurance, and almost blaster-like damage capabilities (after Sleet/Benumb/Heat Loss/Etc).
Example:
Blizzard (with Aim and Buildup) boasts over 1600 AoE damage BEFORE double stacked Sleet, Achilles Procs, or Heat Loss. Ice Storm Alone on a 20 second recharge deals 400 Damage built up similarly, before debuffs, making it possible to do nuke level damage with normal powers. Ice remains a strong single target killer and will function handsomely in PvP, provided it's able to get the first shot off.

Nice guide, I like all the numbers.
A note on the Achilles calculation you do as an example on Ghost Widow, apparently the Achilles proc isn't affected by the purple patch because it causes the foe to generate their own debuff, so its always "even con". When I mentioned this about a month ago, someone went out and tested it and confirmed it. So Achilles is EVEN BETTER!.
I'm just debating on my cold/sonic defender whether to focus on recharge or high ranged defense, can't really max both. . .

If you time your debuff chain w/ your autohit Sleet, and you're running Tactics, using Aim and/or PBU to supplement your debuffs' accuracy, you shouldnt have a problem at all scoring on AV's/GM's w/o Infrigidate. Like Frostwork, Infrigidate is a great power to have in the early lvls, since you dont access the heavy debuffs till lv24. On the otherhand, it seems to be a great power PvP-wise....
