Hm, I saw that. But I prefer to see him as an absent-minded slacker who never applies himself. Plus, his dialogue is hilarious. There's too much grim floating around CoX, imho.
Anyone seen "Once Upon A Time In Mexico" Johnny Depp's character is named "Sands" has long hair, works for the CIA, and has the very same attitude Arbiter Sands does in CoX. I really wouldnt be surprised if he was based of him...

So as even my friends who don't play CoH know, Sands is my favoritest sig character evar, mainly because of his delightfully lighthearted smartassery. Unfortunately, I rarely draw a) guns or b) armor. I just don't know how I could do the stormtroopery white armor thing without making the wearer look like a total tool (actually, I think most of the arbiters look like tools, with one exception <3). Plus, I forgot his stupid glasses.
So the end product is someone who doesn't actually resemble Sands at all. BUT IT'S HIM I SWEAR. Right before he shotguns me into debt again.
