Well, UMax used to be the go-to people for artist scanners, but that's not really the case anymore(if they're even still around). These days, I'd probably recommend HP and Epson. Just about any scanner's suitable for artwork-scanning these days, since the scan resolution on even the cheapest modern scanners will probably far exceed what you need to scan artwork for general use, and I think pretty much everything is 24-bit color cold cathode nowadays.
The one that's going on my Christmas list is the "Canon LiDE 90 Color Scanner". You can get them for about $75-$80 at probably any big-box electronics store (Best Buy, Circuit City, Etc). While I've never used one personally, I've taken the time to do some research on them, and they sound like one of the best scanners you can get for under $100.
Granted, I'm sure it's not the same quality as a $300 or $400 scanner, but for my purposes, it would be pretty much ideal.
Don't get a UMAX. To get upgraded drivers for new OSs you have to pay for them.
Canon, HP, and Epson tend to make decent scanners these days. I think if I get another one, it will be an HP, but I haven't done any research on them lately.
