A little holiday money...
Most artists I see use Paypal to accept payment. For artists (here comes the shameless plug!) Check out City Of Artists on DeviantArt for peoples that know how to get down with the art!

Hmmm...well, a few questions first.
What style (anime/realism/comic/etc) are you going for?
What media (digital/traditional/B&W/etc) are you looking for?
What's your price range?
As for payment, most of us artists tend to have a preference for Paypal, more or less because of its ease of use. As for payments, there's generally 2 methods - you can either send half upfront and half at completion or full at beginning.
As for searching for an artists...I'M AVAILABLE! Haha. Well, you can try the City of Artists like Kerse said (I'm not on it, though..boo!) or better yet, just hit up some of the veteran commissioners for info (TA, Buckey, Rowr, etc or just goto their gallery and see their list of hired artists)
And just for the record but I'll probably wind up starting a sale at the beginning of December (gotta finish my current 2 first).
Answers to your questions, from my PoV:
a.) How do you find an artist?
You're in a good spot, here. The artists I've commissioned, I've largely found through people posting works they've gotten here, and by extension stuff the artists themselves have favorited in DeviantArt.
b. Finding out what the different kinds of art are called.
I don't worry so much about that. I see something that knocks my socks off, and I don't quibble too much about what they name it. Granted, some of the stuff is fairly obvious... pencils (which I am a huge fan of) or inks, for example. Other stuff might be a bit obscure, but if you're ever in doubt, can't hurt to ask the artist him/herself. I've yet to talk to an artist here or on DA who wasn't interested in talking about their work. Communication can take some time, though. Patience (and judicious persistence) is a virtue.
c. ) Payment.
Paypal is pretty popular, yeah. I've heard of people using Western Union, too. I've dealt with a few artists out of country who use Paypal through Xoom to get payment, since Paypal isn't available in their country. I think I've even seen a few who will take money orders. Again, talking to the artist never hurts.

The comic book style is very appealing as well.

The best I say, the best...You can pay him thru paypal. his work is always what you ask for and then some. He even makes cards( like playing cards) for you along with the picture. And he doesnt charge much at all!! Look thru the pages( make shure you do. He used to do it for free, but not any more. CB is my fav artist and you will see why.

I have been staring agape at the awesome talents of so many of you for so long! I am truly jealous of your abilities.
I am wanting a couple, maybe three, but definitely two pieces of artwork done for Christmas. As this post is showing, I have no clue how to find, hire and express my desires to, an artist for the purpose of having my character and my love's character immortalized through art.
Soooooo, I am asking here. How do I find an artist? How do I find out what the different kinds of art are called? ow do I pay them? I am so not in my element here.
