Free Programs - The Gimp

Inexpensive Programs (under $100) - Open Canvas, Comik Works, Paint Shop Pro 10

Expensive Programs (over $300 - 600), Industry Standards & just plain Amazing - Photoshop, Painter, Illustrator

You can also download most of the trials for these, though make sure your pc can handle the specs.

And to top it off, Gimp just updated their software and added some new stuff for digital artists. So, who knows, that may be a good direction to go if you are short on cash (since it is free).

But, if asked what I would suggest... PhotoShop. This is hands down one of the best applications you will ever own.

Since I have not got into using Painter much (I need to learn where all the functions and brushes are) I can't comment on it, other than to say that I have seen some purely amazing pieces created using it.

I love love love Painter, but it is a voracious memory hog, I wouldn't even suggest using it if you don't have at least 2GB of RAM... or you could work on only teeny tiny files, say 100 x 100 pixels.

I highly suggest Painter...it's what I use the most...although, recently I've been trying to switch over to Photoshop. Painter isn't a bad program...although for comic-book style coloring, Photoshop is better.

It's not that noticeable though, but Photoshop gives cleaner results than Painter...although Painter is ALOT easier and user-friendly than Photoshop. It's sort of a tradeoff so you'll have to ask yourself which is more important.
