Level 1
1. Missions: First Atlas contact unlock inspirations if you intend to play in Recluse's Victory later on IMPORTANT! These contacts only give missions from levels 1-4!
2. Defeat: 25 Rikti Unexploded Bombs (Rikti Zone Invasion) Watchman
3. Defeat: 10 Rikti Heavy Assault Suits (Rikti Zone Invasion) Watchman
4. Defeat: 100 Rikti (Rikti Zone Invasion) Watchman
5. Level in: Atlas Park levels 1-5 or Galaxy City levels 1-5; or raid the Sewers on a Sewer Team from Atlas to Skyway quick XP from levels 1-7
Note: Items 2, 3 and 4 will be tough to complete after the Rikti Invasion world event of i10 ends. Only completing the Lady Grey Task Force will trigger a random Zone Invasion then, and it may take you all 50 levels to get these 3 badges.

Note that map coordinates are in x-z-y format.
The first number tells you whether to move East (right) or West (left). Bigger x value = further to West (left) of map.
The third number tells you whether to move North (up) or South (down). Bigger y value = further to South (bottom) of map.
You can ignore the second number (z) most of the time.
Together, the numbers work something like this:

Now, one problem with the system is that the origin point (0, 0, 0) of any CoH map is not fixed at any of the corners as one might expect. It tends to float somewhere in the middle of the map. In the ASCII example above I fixed the origin in the NE corner just to make the example useful, but you will never find such a situation in practice.
Hence, we tend to see both positive and negative numbers for all three coordinates. Just thought I'd warn you before you got confused.
25 Rikti Bombs at level 7 or less? Wow, that would be like pulling teeth. You do nothing to them at that level.

I'd have thought it would be more like getting your teeth pulled.
Soloing Rikti Bombs at low levels is generally pretty pointless, but you could always join an ad-hoc invasion team even at level 1 and gain the badges in fairly short order. The only question that remains is: would it be leeching?
Edit: Ah, I see now that I didn't make myself clear in the original post. I'd meant to say that one could start to work on the Watchman/Watchwoman badge from level 1, not that it has to be achieved in the first 7 levels. Edited the first post for clarity.

You can get the Raptor Pack at 5th level. The first 2 things I do on a new lowbie hero at the sound of the ding to 5 is head for the Hollows to tell Wincott to go play in traffic and then hit Kings for 3 quick scanner missions and a safeguard. I've never had trouble getting the temp fly power at 5th level.

At level FIVE!?!? The CoT mages badge is almost unavoidable unless you solo constantly. The Lost aren't, you'll need to hunt them a bit sometime, but at level 5 you are going to get your brain roasted. Wait until closer to 20 when your team has some mez protection.
Something else for level 10 - the University! Know all they have to teach already? Fine. When they hand you some materials for your little lab class, drop the mission. Free stuff!
Fake Nemesis are best found in the Shadow Shard. Which reminds me - the General's little tour as well as the Molepoint missions are very easy and reward quite a nice hunk of XP. I still llike to keep a Kora Fruit mission handy, too, just in case I get tapped out of inspires in a particularly hard fight.
At level 35 you want to go straight to the Vanguard base and join up, unless you have pressing Roleplaying reasons not to do so. Do the first mission and join up. This allows merits to fall from all Rikti you fight.
You'll want to make sure you sell some salvage early to open up a couple more salvage slots.
Level 50-for-months-now-I'm-tired-of-this-guy: Do the final 3 Shadow Shard TFs - or at least the final SS TF. It's a great TF for a "last hurrah!" No particularly interesting rewards, but you're past that now.

If you want the badge associated with completing this series of quests, I'd recommend waiting until level 12 to start these quests, so that the IO enhancement you get is level 15.

- The University tutorial doesn't get you much, really. The Inventor badge can be fun, but it's not useful and hence it's not in this list. The freebies you'd get from the tutorial aren't worth the trouble either, as I recall.

It's useful to general badge hunters who don't merely focus on just the badges needed to acquire accolades. The freebies from the University quests and the IO enhancement you get may be small fry to a level 50, but they're useful to the lower level characters for which the tutorial was intended. I certainly wouldn't flush them down da terlet for the crime of not being worth 100 million. heh.

I got the Watchman/Watchwoman Accolade last night with a lv8. In Peregrine Island and Skyway. They only time I faceplanted was deliberately taking the hospital-exress from Portal Corp quadrangle on the way to the Ferry.

Trying to figure out which AV I was missing on my 50 troller for his Portal Jockey badge got me irritated enough that I decided to go and compile a level-based to-do list so that my lower level alts would not have to go through the same frustration.
So, I spent several hours with the Paragon Wiki and eventually came up with the following list of things to do. Doing the tasks on this hero-side list should let a player unlock all the useful accolades, the cape and aura costume options, and the extra costume slots. I have also included tasks leading to temporary powers that I deem particularly useful.
Certainly, some of these tasks can be accomplished at a much lower level than as listed if someone high enough in level is willing to let you tag along as a Sidekick. However, since I don't want to encourage people begging for SKs in order to get their accolades earlier, I'm not going there.
On a related note, almost all these tasks can also be performed at higher levels than as listed. If you don't fancy fighting for your life against yellow- and red- con CoT mages at level 5, you could always hit the Hollows in your 20s and mow them down without risk instead. The only exceptions are those tasks involving level-bounded missions. While you could do those missions at any level at all, you can only obtain the missions within certain level ranges. I highly recommend that you obtain those specific missions (see red text in list below) as soon as you level into the respective ranges.
Having experienced in the past the frustration of missing out on certain badges (Spelunker ), I make a bid to help others in the same situation whenever I can. If I am about to start a mission that leads to a sought-after badge solo, I usually make a couple of zone broadcasts inviting people of any level who need the badge to join me. Sure, I end up with no XP for these missions sometimes, but it's really a small sacrifice. I would like to make a request of those of you who find this list useful to invite others to your Fortuneteller, Doctor and Anti-Matter missions as well.
For difficult hunts (Banished Pantheon Spirits, for instance), it might be a good idea to ask via broadcast if anyone else in the zone is hunting the same thing. Teaming up with any such people stops you from working at cross purposes with one another and could net you the badge more quickly than if you were solo. Each member of the team would gain full credit from a team kill.
Lastly, I'm not a serious badger. No, I don't mean I'm a frivolous mustelid. What I mean is that I'm usually only interested in badges that come with benefits. That being the case, my list only involves badges of the useful variety. If you are a badge collecting addict and need to catch 'em all, you would be well advised to cross-reference this list with a badge list from somewhere else. BadgeWhore would be a likely place to start from. Snarespawn's level-restricted badge checklist would also be very, very useful to you. Of especial note is the Isolator badge, which can only be (sort of) easily obtained if you go through the tutorial on character creation.
