An awesome guide. It's definably helped in my planning for my fledgling F^3 (11 as of this evening after being rolled today). But only in slotting manners. I found we made nearly identical choices of powers. Order was off naturally, but the advice on slotting as tactics is a help.
As to Sevrums question, that I can answer. My primary Blaster (lvl 50 Eng/Ice/Force) has it. With PFF active, you can have other toggles up, HOWEVER!!! they will NOT do anything. You're just wasting the endurance. The 'Only Affecting Self' tag means exactly that.
You Sentinel, however, will continue to act as it's not in your bubble.

So for those following the progress on this build, here is where I am since I9 went live (3 weeks now?). I have 42 of my set IOs slotted, though not always at the level I wanted. Im finding the lowest levels of some of these IOs are hard to find, due to the way recipe rewards are given out when Exemplared. I cant tell you exactly how much this has cost, but I started with 15 million influence, and have been hunting, while selling things I dont need, along the way. I havent gotten the high value rare drops, like Prophecy, and Ive had to buy some of those. By keeping an eye on what is for sale, being willing to take lower (or higher) level IOs, and a few patient bids that sat for a few days, Ive been able to complete the sets for a reasonable cost in a short period of time.
The one not yet built is the Luck of the Gambler proc, since it uses two rare salvages, one that sells for 5M and the other for 2.5M. This IO alone will cost me 12M at the end of the day, but since it is the proc specific to my build concept, I was willing to make the investment.
I got to try out the build on another attempt at Statesmans Task Force (one day I will be on a team that completes) and was very impressed with the performance. Recharge times are really starting to be noticeable, even when Haste is down. When Haste is up, powers are always available, even when being slowed by ice. I found I was able to hover blast on the AVs using a continuous barrage, without running low on endurance. I noticed that I was the only one with a full blue bar. Everyone else on the team was struggling. The real value of the sets arent increased damage, but the other bonuses, like endurance reduction, that really add up.

I'm glad to hear that the build is working out for you.
I've now finished all of the sets for my primary and secondary powers, and am working to fill in the sets on my pool powers. I'm saving the sets for health until last, since the costs are going to be so high for the Numina and Miracle specials. Hoping for a lucky drop along the way.

I love this guide. My lvl 50 fire/fire "Avatar of Ra" originally had Force as his prestige pool. Well, no more, and I'm loving the change. With fire-shield, firey aura, and hot-feet running, I really feel like a sun-god now, so its great for the concept.
The only power I really miss from the force pool is Personal Force Field, which was an excellent "whoops" power. Aside from that, I'm fine with it. I really love "Rise of the Phoenix", and wish I had an extra slot to stick in it for recharge or damage *lol*
As for the final power, instead of "Recall Friend", I took "Air Superioity" in order to give me yet another control option against Lts or dangerous minions.
Shame they nerfed "Impervious Skin" though. Guh.

Interesting question, that I don't know the answer to. If I was the designer, I would force toggles like BA and HF to turn off when activating the personal force field. But that doesn't mean it actually works that way, something that would need to be tried on Test. But I am certain that Rain of Fire and Burn would both still work when you turn on PFF since those are click powers, not toggles.
There are a lot of powers that detoggle things when you activate them, like when a Peacebringer goes into Nova form. I suspect PFF would work the same way.

From what I have observed, when a Kheldian changes forms they are litterally changing the powersets they have available. PFF (and Invisibility and others) does not change the powers you have access to, but putting that "Only Affecting Self" tag up does change where your toggle AoEs go. If you are running Leadership toggles on a team, and turn on PFF, you can see all of the buffs drop from everyone except you, turn off PFF and everyone else gets their buffs back.

This is a great guide! It gave me ALOT of ideas! Now I do think it's cool that you try to match the IO levels to the levels of the powers your taking for exemping purposes, but I like to have maximum percentages myself. If I exemp, I'm fully prepared to take a loss. Plus, I'll still have my uniques, in most cases.

Now, per something I read on the boards today, I came into the idea of multi slotting different uniques into Health. So health has a total of 3 uniques in it.
Also, while I have had both Blazing Aura and Hotfeet at the same time before, it does become pretty end heavy, and I just can't really fit it into my build. But I do slot my hotfeet for damage and accuracy, and with the pretty large slow effect from it, I can keep enemies in PBAoE range.
One power that you seemed to downplay a bit it RotP. This is a power you WANT to devote slots to. I have to 2 Perox's, a heal, end mod, and 2 recharges. The heal and end mod make me come back with more health and stamina when I rez, which is very nice. The key here tho is the two Perox's. RotP has Stun buillt into it. With 2 damage mez HO's, I can usually do 1-2 ticks of 150 points of damage each to all enemies around me, and they are stunned speechless. For QUITE awhile. I can usually finish up the mob before the stun wears off. To further show you how well RotP can stun, I've stunned brutes with it in PvP, while they have all their toggles up. People in RV have learned that if they kill me, they better MOVE, because they don't want to get caught in my RotP.
Also, there are just some things, like RotP, that HO's work out MUCH better for. Fire Shield, Ring of Fire, Char, Build Up, and Aim should all have HO's. Granted, having Impervium Armor would be nice, but HO's get the job done nicely, and I was out of slots anyway.
Membranes work VERY nicely in BU and Aim, and Acc/Mez's are a must for RoF and Char.
With the Unique's in this build, a toon will have over 100% regen in addition to the regen provided by health, and another 34% recovery. Also, I tried to stack up on Accuracy and Recharge set bonuses as much as possible.
This build should be FAST, and it should pile on the damage. I dropped Aid Other, Aid Self, and Resusitate for Fire Breath, Hasten, and Consume. I hope I don't regret not having the Aid Self anymore, but I will of course still have RotP.
Anyway, feel free to critique (flame?) my build, but I think it will work out splendidly, myself.

Reading over your newest version, I saw how you had Hot Feet set up. While Tempered Readiness is a fine set, I'd offer up Pacing of the Turtle as a much better alternative, with the following slotting:

My main's an Ice Tanker, and has Chilling Embrace heavily slotted with Pacing; it offers fantastic bonuses (@ L50 with 5 slots, it offers +1.5% recovery, +1.5% movement slow enhancement, 0.9% max end, and (most importantly) 3.75% recharge time enhancement). I'm not quite sure where you could borrow an extra slot for Hot Feet, but I think the benefits would at least make it worth looking at.
I forgot to post my final build. Hellcatt is complete now, including Numina and Miracle specials. As an added bonus, I got rich in the process. When I started this build, I was working with 20M inf. I now have 600M+. So the comment regarding cost of this build isn't really relavent.

I have an addendum (or alternative) to this build that is specific to PVP, with an emphasis on stealth. You can find this alternative here.
So a tiny little update, based on something I tried last night.
I noticed that the Tempered Readiness set is selling for next to nothing (3000 inf per recipe!). So I bought and created level 30 versions of the Acc/End and the End/Rchg/Slow, slotting them into a Slow and a Rchg position in Hot Feet.
Using 2 of this set gives an additional 1.5% bonus to endurance recovery.
Now if you use the level 40 IOs, these enhancements should be available to you whenever Hot Feet is (Ex below 38 and you loose the power anyway).
There are also two nice little bonuses. First use of this set this way increases endurance reduction above 100%. Second Tempered Readiness also slows the enemy attack rate. The Slow SO only affected their movement rate.
Edit - I'm hearing that the second effect is a UI bug, it doesn't really work that way
