Hami Raid Illusion Build Help
I wouldn't worry about this too much; hami's going to get an overhaul anyways, and then the strategies are going to change.
You should post this in the Guardian forum. Most of the raid leaders frequent it and would be able to help.
As for your character, the only thing you really need for a Hammi Raid (in it's present state) is Phantom Army, Blind, Hasten, and Fly. Hasten and Fly are actually pretty optional. Most of the Drop teams on Guardian have some sort of recharge boost going all the time with Speed Boost, Adrenaline Boost, and Accelerate Metabolism.
For your secondary, none of it is needed, and most of it is actually unwanted. Storm powers add to the lag during the hold phase, so it's not a good idea to use them unless you want people sending you tells about how much they hate you.
Other than that, you should be good to go. Honestly, build how you want. I don't have Fly at all on my Dropper, but someone usually always has Group Fly available. Come on by for Mondays raid though. Look out for Mistress Illusion (me), Doug Henning, or Tiny Neut. Doug and Neut are usually the ones that will start up the Drop teams when they are available. I just usually make crude sexual references to pass the time.
If you really want to make a Hami Drop Team specialist, this is what I'd recommend:
Primary: Illusion
Phantom Army, slotted with 3 recharge SOs
Secondary: Radiation Emission
Accelerate Metabolism, slotted with 3 recharge SOs
Pool: Speed
Hasten, slotted with 3 recharge SOs
Pool: Flight
Fly
Group Fly
That's about it.
This setup allows you to fill a lot of roles in the Drop Team. Obviously PA allows you to drop. Acc Met allows you to buff everybody's recharge without the kind of click-intensive distraction from dropping that Kinetics or Empathy require. Group Fly allows you to get non fliers on the team (it's usually a good idea to have two Group Fliers in a drop team, in case one of them disconnects. It's bad news when the drop team suddenly plunges into the good).
Speed Boost provides a better recharge buff, so if you prefer Kinetics to Radiation, it's a decent option, too. I'm usually in drop teams with my Kin, and I'd rather be able to use Acc Met.

As a couple of people have mentioned, I recommend against this unless you want this build to persist only a couple of months. Hamidon raiding is undergoing massive change in I9, and there is a very good chance that PA dropping is going to be a thing of the past.

I agree with Scrapulous pretty much with what's stated.
You might want to add Recall Friend, to get other non-flyiers into the Group Fly zone.

Kinetics is nice, but you can't boost you own speed (AM does everyone) since Siphon Speed has no reasonable target in that zone. So you can only help others. Problem is that there is only one person (maybe two) nearby you. So it's effectively one SB vs two people getting AM. Unless you want to fly around and SB the whole PA team between drops, but that would get old really quick !!!
Practicality.
I don't think you can buff your recharge enough anymore to get PA overlap with a single person (could in the 6 SO days, I believe), so you're stuck with two person teams at each drop point. Once you get enough buffs to get you and your partner to overlap (AM, Hasten) you are about as good as you need to be. A little more overlap with cover your parner getting distracted a bit .... If you get two fast, you'll just have to wait for them to catch up, or you'll shift your drop too early and leave a gap at the other side where they won't be recharged yet.
All this assumed "High" PA dropping. Some people like to Swoop down and make LOW PA drops (not in the 3-4 drop spots), and that's a whole different ballgame. You'd want to start with Fly slotted for speed, for a start. Maybe add some Stun resistance and Heals (does Earth's Embrace work in the air) from the pool powers and Epic sets. I don't do this, but there are a few on Victory that do. Maybe they can give some of their build secrets, if you want to do this ...
Actually, my ill/kin can Siphon Speed...on Guardian we dive-bomb our PA, because it gets them right where we want them, and keeps them there, as opposed to random spots or even on the rock, as we were experiencing before we started the dive drop. Anyways, during the dive, I have the MA targeted, pop a quick SS, and zoom back up.
But, it's your ill/storm you're asking about. I'd agree with what everyone else posted, with the exception that you might pop o2 boost on players in the drop team to keep them with somewhat of a mez resist, just to pass the time. As it stands, there is no extremely strict build for PA droppers. And with the drop team we have on Guardian, your recharge cap can be at max even with no effort on your part. Really, for Guardian, you only need to follow a group flier and drop PA. But, you want a maximum efficiency build, so yeah, group fly, if you want to be an anchor point for non-fliers to follow to after their drops, hover or fly (hover will be fast enough with all the Speed Boost you'll have on you) for the dive drop, and recall friend, three recharges in PA and Hasten, and all the rest stated above can be used to bring you to maximum efficiency.
