Guide Request Things you can only get at level X

I would love to see a guide that shows: Badges, Contacts – who give missions which give badges, temp powers from mayhem missions (or other missions) and anything else that can only be achieved at a specific level.

A list for heroes and for villains. What level you have to be for the contact and whether or not you can be malfactord.

Some examples:
The badge you can get in the training level.
For mayhem mission rewards you have to be in a specific level range. (Not sure if being malefactored can work).
The temp stealth powers from pvp missions.

Go to a search engine, search for CoH/CoV,
there are numerous sites out there made by players, that have everything and more your looking for.
But yes, www.coh.com should have links to them or their own.
