Well he certainly makes a shiny assassin, dont think he'd be sneaking up on anybody like that.

TA's never struck me as the sort of 'sneaky' assassin. More of the anime character type "Yeah, they call me an assassin. So I shoot giant globs of energy that destroy city blocks!"
So it works essentially like... TA hits Build Up and Aim, TA uses Ball Lightning.

Would a tiger really wear all that armor? I don't think so... sides I'm finishing up my real Rowr, so a hybrid will have to wait...
