That would depend on what character builder you use.

Once it is installed you can update it manually or automatically from the options built-in.
BTW, for future reference, this was really more suited for the Player Questions forum.
If you're using SherkSilver's builder go into the Setup Configuration to Auto Update and uncheck proxy as most ppl don't use a proxy. Then run the Check update. Should work for you.
