I just did this TF, and the 10 SO's are +3 AV level--not +3 your level. I was lvl 31, AV was lvl 34, I got 10 lvl 37 SO's. Nice load of influence when you sell them all though.
Still a great TF worth doing.
did it with my 50, lvl 53 SO's, after that mish my team quit and i had to solo the rest 
I think you receive +3 SO's for whichever is higher. If they AV is higher level than you, you will receive +3 SO's of it's level. If you are higher level you will receive SO's +3 to your actual level.

Do the first mission in the Katie Hannon task force in Croatoa. In the first mission you can defeat Mary Macomber 10 times. If you start the mission with an empty enhancement tray - you will have 10 +3 SO's specific to your origin after this mission - even exemplared.
Thus, even a level 50 can exemplar down and do this mission, and receive 10 53 SOs by mission end.
