What Would stateman or Cap american Build be?
Well first of all, this should be in the Player Questions section, but to answer your question:
Statesman: Tanker, Invulnerability/Super Strength
Captain America: (I don't know much about Captain America so...) Scrapper, Martial Arts?/ (No idea)
You can't make Captain America at all yet. He NEEDS a shield, and the shield powersets aren't out yet. Stay tuned, they're coming.
As for Statesman, an Inv/SS Tanker is a close approximation (it's what Jack himself plays when he plays Statesman right now, per screenshots), but Statesman's ACTUAL archetype is an "Incarnate", which hasn't been released yet. Stay tuned, it's coming.
I'd say cap was Martial Arts/Super Reflexes. There are shield powersets coming eventually, though.
Cap probably has the pools Concealment, Fighting, Fitness and Leadership.

I gave him powers in a funky order because of what I have read about his origins (he had the Leadership Pool before he had powers) and on the rendered videos. He had Swift or Super Speed early in his career, for instance.
This build has very little offense for a long time, and is probably overly accurate. Energy Torrent stands in for the Lightning of Zeus.

My guess would be one of the more borderline characters of comics between a tank and a scrapper.
His attacks would be a combination of a weapon and martial arts.
His defense would be a combination of sr, invulnerability (shield) and a pinch of regen.
I'd say tank because the deadliness of his attacks is somewhat limited.
But that's my pre-80's world impression of him. YMMV. Basically if hypothetically you could make a tank with the SR as a primary, I'd say that would be a good match.
Statesman, before CoV came out, was more in line with a Tank Defense and Scrapper Damage. Today, with CoV out, he could be better classed as a Brute. Either way, he is tough and powerful. My daughter has had the pleasure of being on a team with him long ago. His powers exceed level 50. I understand that Jack is nice, knowledgeable, and very helpful on builds. She also told me they played on maps not released to us. If I tried to make one like him, it would be a SS/INV on the CoH or CoV side.
Captain America is more in line with a Martial Artist with a special ability to gain defense/attack from a shield. A pure Scrapper - with an epic set like power. Call him a level 50+ type right out of the box. If I made one like him it would be a CoH MA/INV or MA/SR or a CoV MA/SR.

I somehow wound up with an NPC Statesman following me around the last half of a mission. His foot stomp does around 1500 damage to level 52 minions.

I'd call Captain America an MA/SR Scrapper with a Shield epic pool. While he does do some nifty tricks with his shield, it's neither his primary weapon nor his primary defense.

We truly don't know what Incarnates are. Most people have been assuming they're special +ATs, just because Statesman is/was a Tanker and Recluse is/was a Mastermind.
Frankly, I could see both States and Recluse being anomalies to the whole thing, getting swept under the rug due to "signature powers".

I don't know enough about Statesman's powers to speculate on a build.
Captain America: I'd suggest that he's an epic AT. I'd say his primary is some kind of hybrid set incorporating elements of the Leadership pool, Martial Arts and Super Reflexes, and his secondary is another hybrid set including Fitness-like and shield type powers.
When I think of his value to a team, it's not the shield. It's his tactical brilliance, his ability to inspire loyalty, his ability to lead and coordinate a team, his rock-solid integrity, and his practical nature. I think the chief value of having a guy like him in the team is how he brings the team together.
Ideally I'd like to see the primary be some kind of group buff set. The Leadership pool powers are all obvious candidates, but I'd like to see also some other PBAE toggles: one that boosts non-melee attack range, one that reduces the endurance cost of powers, one that reduces recharge rate, etc. I'd like to see the final power be one that is a targeted ally toggle with a 120+ second recharge time, and that gives a significant boost to the target based on their AT/function: controllers get a +1 magnitude boost, defenders get a boost to their secondary effects a la Power Boost, tankers get extra defense and resistance, scrappers get more frequent critical hits, blasters get more damage, other ATs get a damage bonus. This is a guy who inspires people to perform more effectively than normal.
Barring all that, I'd have to say he's a tanker (his defence is better than his offence - using an indestructible shield to block incoming attacks is just more effective than using an indestructible shield to knock people out) with Shield Defence and Shield Melee power sets, Leadership, Fitness and Fighting pools, and possibly Presence. It's tempting to say he's a defender, following my argument above about his principal contribution being team buffs, but then again a defender gets no individual defensive set, which Cap really needs, and this brings me back to the Epic AT.

Captain America would probably be a scrapper and would probably be like MA/Invuln but from MA he'd only have Thunder kick and in the invuln. he'd have the resist powers. He'd then have All leadership powers, all leap powers, all fitness powers and all fighting powers. Statesman is probably a tank.

Slotting maybe a little off but I think this is the bare bones of it. He's can't take quite as much damage as Thor who I'd classify as a tank but he's still up there..He's invulnerable due to his strength he can take a few bullets. He's got all leadership powers due to his combat experience, leader of the Avengers, and his ability to inspire soldiers. He's not like martial arts style with karate kicks he's just straight punches, kicks and haymakers, the most Martial arts he gets is the jump kick thats about it. The fitness pool due to stamina and the fact his main power his basically his subtle super human athletics. He doesnt like create earthquakes with a clap of the hand or anything. He's just faster, stronger, jumps higher and smarter than most people. Strongest hit I've seen him throwwas he took us a Sentinel Mark II's head off in the 90's X-men cartoons.
