You are correct. That is why I reference TopDoc's Complete Movement Guide. The main purpose of the essay is to highlight the formula for determining speed with relation to level. I did not see that in TopDoc's Complete Movement Guide and wanted to highlight the simplicity of the system. His guide is MUCH superior in most every way to my essay.
Just some observations I have noted from several sources I have found on line, most notably TopDocs Complete Movement Guide!, (a fantastic essay on Travel Powers.) Now I dont know if any of the issues that have come out recently (5 and 6) have made any changes to travel powers, nor do I know if issue 7 will change them either. This data may all be worthless now if there have been major changes.
The first observation I made is that despite its reputation of being the fastest conventional travel power the Super Speed cap is actually lower than the Super Jump cap until level 25. So if you can manage to get your jumping (most likely through slotting Hurdle and Super Jump both) to the cap with SOs at level 22 or so you will actually be faster than a capped Super Speeder at the same level. This is because Super Jump is capped at 114.4 feet per second, but Super Speed is capped at 93.67+(Level*0.84) feet per second. So at level 24 a Super Speeder is capped at 112.99 feet per second.
The second observation I made was a series of formula to determine the unenhanced speed and the speed cap of the travel powers using liner algebra. In these formula y is your speed and x is your level. To convert these to Miles per hour multiply the final result by 0.681818182. If you are more of a metric fan you can multiply by 1.09728 for Kilometers per hour or by 0.3048 for Meters per Second.
Super Jump Cap y=114.4 fps
Super Seed Cap y=0.84x+93.67 fps
Super Speed y=0.427x+73.15 fps
Fly Cap y=0.63x+54.5 fps
Super Jump y=0.228x+61.87 fps
Fly y=0.21x+39.18 fps
By these formula a Super Speeder at level 50 with the cap is moving at 92.5 Miles per hour.
Now Teleportation doesnt play into these formula as it breaks the rules, you really arent traveling at all with teleport (in the conventional sense) and speed is VERY hard to measure over multiple hops. One teleportaton hop takes 2.8 seconds, but you cant really reactivate the power in 0.00 seconds so keybinds and player skill makes this issue more complex than the other powers. Needless to say though in terms of just traveling it is VERY fast. Unenhanced each hop is 300 feet. This makes 1 hop about 107.14 feet per second. Now, as I said before, no one can reactivate the power in 0.00 seconds, but lets assume you are awesome and have a great keybind that allows you to reactivate the power in 0.2 seconds. So, unenhanced hops work out to be about 100 feet per second. This is slower than the Super Speed cap, and the Super Jump cap, but you achieve this speed at level 14. You can enhance teleport with Range enhancements to extend the range of the power. After issue 6 you can no longer stack 6 Single Origin enhancements with much benefit after 3. If 3 SOs give you a 56% increase to your Range then you can move at 468 feet in 3 seconds or 156 feet per second. This is well above the Super Speed cap. The endurance cost is VERY steep however for this kind of travel. The good news is that after Issue 6 you can 3 slot Endurance Reducers in Teleport as well and decrease the cost accordingly. You will still likely need a 3 slotted Stamina to recover Endurance, but very few people teleport in combat anyway.
Anyway these are just my thoughts on the travel powers.
I have a Super Jumping Corrupter, a flying Mastermind, a Super Speeding Blaster, and a Teleporting Brute so I have played with all of the powers quite a bit. I must say that Super jump to me is the best, but Teleport and Fly are a lot of fun. I like Super Speed quite a bit as well, but the lack of vertical movement is just such a cripple to the power (esp. if you are a badge collector like me) that I wouldnt recommend it to anyones first character.
