multiple toggles using /bind?
For turning on...no. Off is a different story.
turning them on you can sorta do:
/bind <key> "powexec_toggleon power1$$ powexec_toggleon power2$$powexec_toggleon power3"
powexec_toggleon is smart enough where it won't try to toggle on a power that's already on. So the first time you press the button, power1 toggles. The second time power2 toggles and the third time power 3 toggles.
to turn them off just replace powexec_toggleon with powexec_toggleoff. All of the toggleoff's will execute at the same time (if I remember right), turnning off all 3 toggles with the same keypress.
I use the technique Frost mentions on my tank and it works great after a toggle drop. Just keep hitting that quick key to bring up everything again. Prioritize them though so that the most important ones (or fastest activations) are on the left so that they come up first.

This is true but I thought you could use + to signal a power when you press the key down ei.:
/bind <key> "+powexec_toggleon power1$$ powexec_toggleon power2"
I could be wrong here though
I know this works for traget teammate next with speed boost command
I know you can turn off all your toggles with the toggleoff command.
I didn't see anything when I did a search so I'll start a new post.
Is there a way to use the /bind command to activate more than one toggle? I'd like to be able to hit one key and have all 3 of my pb shields toggle on (and hit it again and have them go off).
Any advice?
