Meh. There are already plenty of superhero RPGs out there. I'd say those looking to do something like that should simply plug the Paragon City setting into the system of their choice. Champions, the DC game, the new or old Marvel games, Heroes Unlimited, Mutants and Masterminds... there are plenty of options out there.
apparently Eden Studios is putting together a CoH P&P book.
maybe they'll get it right where others have half-failed.
