I'd normally recommend Tactics, yes. All of my builds tend to have it; though, given the IO set bonuses she's getting, she's already got high accuracy.
If Tactics is to be picked up, I'd definitely put in a good word for Adjusted Targeting--at 6, it reduces all mez effects about 7.5%. -

Earlier, you hadn't made clear you had Super Jump.
But I still maintain it might make more sense to have, say, Maneuvers & Assault with Inertial Reduction instead of Super Speed, Combat Jumping, and Super Jump.
IR doesn't really need slotting; Maneuvers can take in the Combat Jumping IOs, and Assault gives a reasonable base damage boost.

Er, I misspoke, so lemme correct myself. Keep Fire Cages. It's Ring of Fire, the single-target immobilize, that I still recommend dropping/swapping out of. -

Hmm. To be honest, I think I'd still drop Fire Cages in favor of Siphon Power; one would then be able to shuffle around 2-3 slots, depending on how often one wants Siphon Power to be back (1acc, 2/3rech)... who knows what added benefits some of those sixth sets would have?

I do fire it off, but I would rather be shooting my fireball and my cages over and over than have to break for transference or consume.

Hmm. I've always slotted Transference and Consume for higher recharge, honestly: 1acc/3rech/2endmod. I'm also used to frequently throwing it out, but I'm also on my third kineticist, none of whom have Stamina.
(Note: I've not actually played a Fire/Kin, only a Fire/Storm, Kin/Elec, Rad/Kin, and Grav/Kin. So my knowledge of the pairing is coming in somewhat from the side.) -

27 levels is a long time. Usually, since I generally use my elder characters to float my younger ones some cash, I go with level 15-20 IOs, then level 35 IOs, then 40 IOs. Saves on costs, and the level 40 IOs provide more wiggle room for exemplaring flexibility. -

Couple the Recharge with the Hasten, and you get the powers coming back phenomenally fast, and add in the effects from Siphon Speed...
Accuracy at +45% lets you, more or less, hit things most of the time, meaning that Tactics isn't as needed. So I can see why that's not there, but I had to do all the math to get to the point.
There's the same issue with Siphon Power--it seems that you only got a +6.25% recharge boost from picking up Ring of Fire, which I don't know is a good trade over the damage boost that stacked Siphon Power would have given. Then again, with an overall +15.5% damage boost... -

It does. I'd forgotten to mention that, but it's why I didn't complain that it was heavily slotted or that Hasten was in the build--bringing powers back faster is nicer. -

I'd honestly skip out of Combat Jumping and go with Leadership/Maneuvers and Leadership/Tactics, since you'd be able to put both of the Combat Jumping IOs in there, and it'd provide a nice benefit to your team, imps, and yourself. Add in nice effects from Adjusted Targeting, and...

I'm uncertain as to the benefits of Siphon Speed+Super Speed+Swift, seeing as Super Speed alone will let you hit the run cap. On the other hand, there's very little vertical movement without temp powers.
Siphon Speed's nice for the slow effect, but Hot Feet can do the same. Siphon Speed's run boost, however, does seem to make Super Speed a bit redundant; the Stealth effect is decent enough from SS, but there's nothing like Steamy Mist to stack it with; does it have Celerity +Stealth?

I suppose, slotted up like that, Ring of Fire could be useful for something other than single-target containment, but honestly? I'd rather just have Siphon Power.

Yes. The same reason people keep bringing up silly, idiotic notions like "we never landed on the moon", "9/11 was an inside job", and intelligent design. Despite evidence to the contrary, they have something vested in their ill-supported point of view.
In this case, "CoV is hated by the devs". Why they need to feel this way, I don't know. Best you can do is just pat them on the head and move on. -
Yes, travel powers, sidekicking, and instanced missions are all trés wunderbar.

"What're you looking at?" Claire asked, as she peered over Tera's shoulder in one of the port's many gift shops.
"Oh, nothing." Tera paused, and then pointed to one of the cast iron models resting on a glass shelf. "This. 'The Spire: World's Tallest Building'." A slightly puzzled look crossed her face as she looked at Claire.
"The Spire?"
"Yeah. Do... do we have this?"
"The model?" Claire chuckled, "No. Look at it, it's... garish."
"You know what I mean," Tera said in mock exasperation. "This isn't the tallest building back where we're... where I'm from."
Claire nodded. "It's not. I don't think it was even built. Tallest is... something in Dubai or Taipei, I think."
"Huh."
Claire smiled, and tugged gently on Tera's sleeve. "Hmm?"
"It's ugly," Tera laughed.
"C'mon, then. Let's get out of here. And don't blow our cash on that junk."

Having caught a taxi out of Midway, the pair watched the cityscape fly by the freeway.
Claire frowned, shrugging, "Wish we could've gone through O'Hare, but..."
"But what?" Tera asked, her eyes soaking in this strange new world.
"They're keeping it for regular air travel and cargo. More expansion room up there, or something. Since portals take up less space, they've converted Midway, and..." Claire looked at Tera, and chuckled to herself.
Tera grinned sheepishly, "I don't know... anything about Chicago."
"Yeah... So, wait. Really, anything I say..." An impish gleam came to Claire's eyes, "Well, this one's better, just so you know."
"Of course," Tera giggled. "So why O'Hare?"
"Why what? Oh. Eh, it just would've been closer to home. We're going northeast to Evanston by a ways. O'Hare would have been just kinda due east." She shrugged, "Nothing big, really."
Tera nodded, turning her head and widening her eyes at the sight of a massive, blank-faced black monolith. "What's that?"
"That? The IBM Center. They built it to the proportions of 1:4:9." Claire leaned over, and pointed. "See that grey steppy-building right next to it? Sears Tower. Back home, it's black. And there's no IBM Center, either."
Tera squeezed Claire's hand, slightly concerned. "Huh. So... it's a lot different, I guess, isn't it? How's... Paragon?"
Claire shrugged and shook her head. "Not that different. Well... A lot less metahuman crime or derring-do."
"No, I mean... the buildings and stuff. Your history... you guys still had World War II, right? It's not all messed-up and weird?"
"We did have the War, yes. Weird? I dunno."
"No, these differences, all the things in wrong places, and you're acting like it's normal..."
"Different, Tera. Different, that's all. Like going to a foreign country, right? Like France."
Tera grimaced. "I guess... But at least the French had the decency to speak French."
Claire smiled, and gave Tera a peck on the shoulder. "Parlez-vous Français, madamoiselle?"
"Oh, be quiet," laughed Tera.

Prying the last of their bags out of the taxi's trunk, Tera glanced around the neighborhood while letting Claire pay the cab fare. Suburban houses dominated the street, with their large lawns and tall trees, second stories and attics, garages and longer driverways.
She turned to the brick house that Claire had pointed out a moment before, with two giant snow-capped oaks out front, and tried summoning up her courage, standing, clutching two of the bags.
Claire gave her a playful nudge, "C'mon, it's a bit cold out here. 'Sides. I promise they won't bite."
"You sure they'll like me?"
"Of course! I like you."
"Yeah..."
"You might get some guff from Dad, but that's just him being protective..."
"How protective?"
"Well, he always keeps a shotgun cleaned and ready..."
"..."
Claire laughed as they reached the door, "Don't worry about it, Tera, dear. They'll love you just fine."
And the door opened. -
Snowflakes floated down from the sky, waltzing on little eddies of wind, as if dancing to the festive Winter Ball music that filtered from above. She found herself lost in a warm smile bounded by fuzzy red earmuffs, unable to tear her eyes away. The hanging icicle lights that ran around the snow-capped gazebo illuminated them, bathing them in soft light as the world out there grew dark.
"It's gorgeous," Claire swooned, still unable to look away from her Tera.
My Tera, she thought possessively, squeezing Tera's hand with her own, a part of her watching the warmth of their breaths delicately entwine in the air, vanishing into the ether like wispy clouds.
The ruddy cheeks, glowing healthily in the cold, framed so elegantly a few loose locks of carmine hair, accented by those fuzzy red earmuffs--
--those earmuffs! So cute, so--
They'll love her, Claire thought to herself, weak-kneed and beaming.

Moments before, by the roaring fire of the chalet above, they'd sat together, Claire with her usual glass of Riesling, Tera sipping a mug of spiced cider. They waved to friends and acquaintances, people-watched, seeing and being seen. They were happy again. Things had been good for them the past week; Claire hoped she'd been forgiven for her inattentiveness, her unintentional habit of keeping everyone at a distance. Then, awkwardness, a moment after a friend excused himself; Tera looked at Claire, as if wanting to ask something, to know:
"So... umm... what... what are you doing for the holidays?"
Hmm? Odd question, Claire thought. Truthfully, she answered, "I... hadn't really thought about it."
Tera nodded, looking into her mug. Claire glanced at Tera, unsure of what to say--she hadn't made any plans for Christmas or New Year's, always figuring that she'd end up doing what she always did--finding a party and binging on her social interaction and drinking for the year. This time wouldn't be that different; she'd have enjoyable company. Except...
A thought--maybe Tera wanted something else?
"So, uh," Claire frowned, hesitating, "I... was thinking of going home to visit the family, if you wanted to come--"
"Yes!" blurted Tera, a little quickly, "I'd... I'd love to."
A bit surprised, Claire grinned, and nodded. "Sure!"

They'll love her, Claire thought, and reached up to brush a stray lock of hair from her face. A trip home ought to be fun, and we're due some vacation anyway, aren't we? She smiled, and made a mental note to call her parents tomorrow; they finally had someone to meet, after all. -
Claire hummed to herself as she flew home that night, gently cradling a slightly irregularly-shaped box to her chest, protecting it as if it had the solution to all the problems in the world.
In a sense, they did--Claire had to admit to herself that life had been painfully awkward ever since her return; arguments, misunderstood feelings, and long tense silence seemed to have become the norm at home. Complaints over trivial things like bringing the proper condiments to the dinner table would balloon into angry scowls and biting words. Days of warmth, of happiness and calm would presage another fight, bitter reminders of how things once were. Claire realized that she'd been a terrible lover these past few months, and that her natural emotional distance wasn't helping the situation at all.
"I don't know how you feel about us!" Tera had exclaimed, upset.
Ridiculous, Claire thought. Shocked, she had replied: "Why do you think I sing happily when I cook for you?"
That line of thought had won Tera over for a while. What she now held would make things all better again. She knew it. It had to.
Tera had always worshipped a hero that went by the name of Ascendant; he had his own cartoon series, and a toy line based off of those cartoon adventure exploits. Some of these toys, naturally, were phenomenally rare, prohibitively expensive, and predictably, impossible to purchase. One in particular was the holy grail of many an action figure collector; one in particular, Tera had wanted for a long time.
An "A-Hole".
It even had an autograph.
Its official name was something more along the lines of the "Ascendant Lair", and while Claire herself didn't really know what the toy did or any of its features, she didn't need to. Tera would no doubt geek out over it, like she did over the cartoon and the hero himself, like a child.
Best. Gift. EVAR, Claire thought. Claire clutched the box as she landed on the balcony, trying to decide whether to wrap it, when to give it, how to give it. For now, she'd hide it. -
