It's strange that it's not allowed, due to the continued addition of character-only (versus account) badges. It's really kind of a disincentive for me to start a new character, knowing that if I want some of those costume pieces or accolade powers, I have to do a lot of stuff over again.
One of the big problems with never happen is that the developers also said similar things about power customization and merging the market. Many players have taken this to mean that never doesn't actually mean never.
The problem is, a lot of the stuff like Power Customization and Market Merges were largely tech limited. Power Customization was something the engine was never built to account for. The market database had loads of legendary code to keep CoH and CoV separate. Implementing both required long hours on the backends of the engines and databases.
Respeccing Archtype is a design choice, not a tech limitation. The developers have been very clear that archtype respecs would pretty much undo the massive amount of work they've put into making the game alt-friendly: http://boards.cityofheroes.com/showthread.php?t=218838

Posi - The reason isn't that those characters don't, it's more that a complete overhaul invalidates a ton of work we've put into making the game alt-friendly. -

Just because the computer you can see says one thing doesn't mean that the computer that actually handles the subscriptions has that data. From the scenario you describe somebody will actually have to go in and clear your account in the game-servers.
Unfortunately, the earliest somebody will be available in the office to do that will probably be Monday at 8 or 9 am EST. The quickest time you can physically call and get somebody in the financial services would be 12 noon Central Time (11am EST). http://www.ncsoft.com/en/support/ -

There is nobody in the accounting office on weekends. The only support staff that is available is Game Moderators. They can move your character if you get stuck, and complete in-game missions. Beyond that, you'll have to wait for somebody to actually get into work on Monday.

It seems that Triumph Server suffered a severe lack of Ice Cweam Sundae. Recommend try reviving with 3 cases of Pie and we'll see if the Cancer goes into remission. -
Here's a tip: Stop playing your controller like a defender.
Start playing your controller like a controller.
If all you do on your controller is buff / debuff, you aren't going to have a different experience than playing a defender. A Controllers primary is, get this, CONTROL. Outside of Ice Blast and the Dark power sets, no defender set is going to allow you to mez the living daylights out of mobs.
Once you grasp what it is that controllers are for, and what they do, you won't be asking why teams want controllers. -

The starting point for running all of the Ultra Mode options at once on the ATi side is RadeonHD 4850.
The RadeonHD 4225 is going to be an integrated chipset, and that's, nowhere near enough. If you want to run UltraMode, you'll need to get an add-in graphics card. -

I can say that I will probably never buy another ATI card unless its for a non gaming machine because Nvidia cards are the only cards that rise to the challenge.

ElectroHawk: quick response: Hybrid Crossfire and Hybrid SLI
Both Nvidia and AMD have solutions where their main graphics cards can leverage a lesser processor for increase power. While there aren't a lot of SLI / Crossfire systems as we think of them, there is a potentially large market for Hybrid setups.
This actually will be an an even big deal with stuff like AMD Fusion, where the processor will have a graphics chip on die. I know AMD has talked about 2x2 processor and 4x2 processor configurations, where two of the cores are RadeonHD GPUs, and the other 2 or 4 cores are Bulldozer cores.
Personally, I think a bigger focus should be on stuff like OpenCL, which can leverage a GPU core as a processing core. Lets say City Of Heroes swapped out it's existing physics engine for, say OpenCL through Bullet. If you had both an add-in GPU, and an integrated GPU, you could assign the integrated GPU to handle physics calculations, thus freeing up the central processor. This could be really useful right now for many users who might have both an add-in card and an integrated GPU. It would also be useful for CPU+GPU designs that Intel is already shipping, as well as AMD's forthcoming Fusion designs.
My opinion is that there's a large existing market that can leverage hardware-accelerated physics through OpenCL right now, and that market will simply continue to grow. Could I prove it enough to convince the developers they should act on this? Probably not. -
