release is out for all NT6 Operating Systems. (that's Windows Vista, Windows 7, and Windows Server 2008)
Granted, most reviews of IE9 indicate that there isn't much in the browser that would make it a better browser than Google Chrome, Mozilla FireFox, Mozilla SeaMonkey, Opera, or even KDE Konqueror for that matter... but the IE9 update seems to bring an updated Explorer.exe executable and plugs several security holes. -

With all these soft capped Blasters running around getting aggro and not getting touched, in my opinion I feel less useful on Task Forces.
Is it just me being used to the old way of things, or are the rest of the Tankers feeling the same way?
Tankers are by no means obsolete, even more so after the substantial buffs received for Issue 18: http://paragonwiki.com/wiki/Patch_No...-08-16#Tankers
The first buff was an increase to the Tanker's Hit Point Cap, allowing tankers to take more hits, and regenerate more health, than any other archtype.
The second buff was a resistance debuff added to the first attack on the tanker's secondary. In terms of soloing the resistance debuff closes the damage gap between Scrappers and Tankers. In terms of working with a team against hardened targets such as a Giant Monster, Arch Villain, or Hero, a Tanker can provide a valuable consistent debuff.
Something else to consider is that, in terms of player population, we know that the vast majority of players are not IO'd to the gills. Relatively few Blaster's, non force-field Defenders, Corruptors, non force-field Masterminds, and Dominators have defensive soft-caps.
My suspicion is that you probably get your task-forces from a badge or task force global channel, where players are more likely to have tweaked or optimized builds. -

Fukushima Daiichi Nuclear Power Plant Update
Radiation Dose Rates Observed at the Site
The Japanese authorities have informed the IAEA that the following radiation dose rates have been observed on site at the main gate of the Fukushima Daiichi Nuclear Power Plant.
At 00:00 UTC on 15 March a dose rate of 11.9 millisieverts (mSv) per hour was observed. Six hours later, at 06:00 UTC on 15 March a dose rate of 0.6 millisieverts (mSv) per hour was observed.
These observations indicate that the level of radioactivity has been decreasing at the site.
As reported earlier, a 400 millisieverts (mSv) per hour radiation dose observed at Fukushima Daiichi occurred between units 3 and 4. This is a high dose-level value, but it is a local value at a single location and at a certain point in time. The IAEA continues to confirm the evolution and value of this dose rate. It should be noted that because of this detected value, non-indispensible staff was evacuated from the plant, in line with the Emergency Response Plan, and that the population around the plant is already evacuated.
About 150 persons from populations around the Daiichi site have received monitoring for radiation levels. The results of measurements on some of these people have been reported and measures to decontaminate 23 of them have been taken. The IAEA will continue to monitor these developments. -

It is possible that an adware engine hidden on your computer is using exploits in the .NET framework to download advertising programs through the net connection established by the NCSoft launcher. -

The proc gives a chance for Self +Damage, +To-Hit to occur on the player.
If my memory serves, the effect is equivalent to an unslotted Blaster Build up effect. -
Correction: You are not.
You are allowed to side with Marchand's side through the Responsibility Arc, which opposes that which Cole is trying to do.
Marchand Ultimately sends you to Paragon City to prove that not all Praetorians are Evil, and to seek help to stop Cole.
You are allowed to side with your own side through the Power Arc, which opposes Cole as you want to take his place for your own glory and fame.
The natural course for the Power Loyalist is to go to the Rogue Aisles and build your strength so that you can come back and kick Cole's rear-end.
At no point in either of the Going Rogue Loyalist Storyline are you allowed to side with Cole for the sake of siding with Cole.
So, sorry, but Golden Girl's point stands. Yours and Jophiel's does not. -

The developers have been very explicit that incarnate content is going to be harder, and not just every P.U.G. that gets together will be able to do it.
If the developers had said this in regards to sub or regular level 50 content, I'd agree with you. But since this is for Incarnate Content... well... those ground rules... they be changed.

Where I THINK Nate was going with the response was that creating a personal lair for every single player would indeed be... well... it definitely would require a large amount of resources.

The result is that the E.A.T.'s have some awkward power combinations. For example, Kheldians get shields in their human forms so they can survive in Melee range... but no Mez protection... soo... what was the point of the shields?
Arachnos can get high defenses, and with IO's and pool powers can easily soft-cap to regular content. However, Arachnos get no defense debuff protection... so um... what happens when they encounter an enemy with increased accuracy and a defense debuff whose job is to knock out IO based soft-caps on non-defensive armor players?
I think that balancing awkwardness is what Nate meant by maintenance. The Epic Archtypes, by and large, don't fit into traditional team roles as effectively as archtypes built for those roles.

The Praetorian storyline has already been the focus of i18, i19, and i20. That in and of itself is an unprecedented focus on a single enemy and a single storyline, leaving people who don't care for that enemy or storyline out in the cold for a very very long time, with no end in sight.

Um. No. Excepting Issue 8 which was mostly filler to bring City of Heroes inline with City of Villains adding Police Band / Safeguards, and the revamped Faultine...
For two years after the CoV expansion, major storyline updates focused on NOTHING but the Arachnos. Leaving people who don't care for that enemy or storyline out in the cold for a very very long time, with no end in sight.
So why don't you dial that self-martyrdom of yours back a couple of levels. So you don't like the Praetorians. Big. Flipping. Deal.
Get over yourself and run any of the other countless story arcs, missions, task forces, that have nothing to do with Praetoria. Or better yet, make your OWN story arcs in Architect Entertainment, and write the content YOU want to play.

The developers tasked with writing and implementing Praetorian Raids, and events, are not likely to be the same developers that handle power animations.
Thing is, very few new enemies will be likely be implemented in the future raids. Most of the enemies we know we'll be facing off against that aren't in the game yet with their full power-sets are the Praetorian Goatee Brigade.
Yes. Some of them will be getting new animations to go along with their new costumes. That does not mean that the animators will ONLY be working on a handful of new animations.
On that same token, the developers that handle the User Interface work for the game are not likely to be needed for the Raids. Yes, they might need to take a moment to create a new window with text and link the output of the window to input from NPC events, such as the window showing the health of Her Majesty Queen Bobcat and Neuron in Tin Mage Task Force.
The focus on Incarnate Raids, more than likely, will free UP the development resources to pull OFF power-set proliferation and other technical improvements which require development skills that the Incarnate Raids most likely won't be needing. -

Aura: I think you and everybody else who doesn't like Praetoria are going to be very disappointed with the next couple of issues.
The developers have intentionally set up Marcus Cole and the Praetorians as the main Incarnate Content Storyline, and for the forseeable future the Incarnate Content will continue to be about fighting the Praetorian menace. -
Cross-server teaming was already mentioned last year as one of the development goals, so no speculation, wild or otherwise, is needed.

Anyways, as to the full panel... nothing really earth-shattering outside of the Global Server Lists being merged.
I think Nate did a good job of dancing around some of the questions, such as handing off the question on Vehicles, and the dancing around the "Buy something to respec power choices"
I'll lay odds that if Matt had been there whoever asked that question would have been promptly told they would be given Fusionette as a permanent side-kick.
