On that particular outfit, the character's skin is colored black so that only the eyes show up. I believe the Mutant Pack was the first Pack that had glow textures in it. I would've bought the Mutant Pack for that face alone - it finally allowed Valkyrior to have glowing eyes and the Nice Halo at the same time. Before then, I was relegated to using the "Glow Eyes" face that's been around since launch day which in fact, did not glow in the dark. See this example:
Simple trick, but effective.

What I'm most proud of is Valkyrior's main outfit though, the ones pictured in this thread. Like I've said before, very satisfying seeing her transform over the years.

I hope they decide to roll Atlas and Galaxy and Perez Park into a single zone, and update it with some nice new graphics. That would rock. Could also add a Hellions-Skulls gangwar zone event in the Perez Park section. Oh and give the Perez Park section the Hollows make-over to make it more interesting. I don't really believe this will happen but one can hope.
Not saying I wouldn't mind combining Galaxy City and Atlas Park though - what a great idea! Never thought of it after all these years. -

I made the character after the Valkyrie Pack, but definitely before the Magic Pack. This was her starting look:
I'll do an evolution of the character's looks in a different thread, dedicated to evolving character looks. Kind of a boring, two-color outfit that I was giggling happily over when I first made it.
