In 2008, I got email notification on the 18th, 3 days after it started. In 2007 and 2006, it came the day the event started. So, who knows.
I've gotten plenty of emails from customer support and NCSoft in general since though.

I like to have it up as much as possible with a good bit of overlap "just in case". Generally just use generic IOs for recharge as most of the sets that work in it don't give me the base recharge I like, even with Hasten. If I bothered to get more global recharge, I may change it up a bit. I do use Dark Watchers in it, usually up to 4, for those set bonuses and it works out decently for what I like from it.

The issue is level 40 Paragon Protector Elites showing up in Crey missions targetted for 35+. It's not restricted to the Manticore TF. And specifically not restricted to the first mission of the Manticore TF. Change the spawn table for them to NOT be spawned at anything targetted at level 39 or lower and that should completely fix it. -

And/Or/Also, were such high amounts thrown about because of the idea of the event, or mostly because it was for the PERC cause? Doubt Rednames would have been there if it weren't for the PERC aspect, but they didn't fetch as much as one would guess they would IMO. -
