I am one who focuses more on concept then anything else when I create a character. Some concepts get shelved for months while I try and find the right power sets to go with them.
However now days I really am rather tied to a number of my older characters who almost like a real heroes mask have become 2nd identities I oft times feel compelled to take up just to make sure the city is not deprived thier presence. -
If there is one thing I tend to know about that would be comic book logic. Now if you look at Nemesis as a character he has a ton in common with Kang the Conqueror from Marvel. You can see it in the benevolent future self (Mender Silos) against his evil past (Nemesis) just like Kang had Immortus be his all knowing time future self. Kang also had another self of Rama-tut who was sort of a future past self who lived in Egypt. All of these were the same person but time travel tended to make them foes still.
Now that leads to Nemesis being A) Nemesis (duh), B) Mender Silos, and C) the letter writer. Time travel tends to get crazy like that.
The way I see it is that Nemesis lives so long mucks around with so much he always ends up hating what he used to be and fights against it. Well at least we don't have a dimension of nothing but Nemesis's from other dimensions meeting up due to time traveling like Kang eventually did. -

I'm not sure how accurate it was, but it looked fairly correct when I was doing a ton of testing on my Ice Blaster (for an old guide I never got around to finishing). I do recall that most robots and Praetorians (from the L50 arcs) had a high resist to Psi (50%?), with the exception of Clockwork, which took extra damage from Psi (not sure if it was just Clockwork or if it also included the Psychic Clockwork as well).
Suffice it to say, yes, there are quite a few enemies that have Psi resistances.
And though its been a while last I checked not a single mob in COX has psi res above 40% meanwhile many many mobs will see fire res as high as 80% for example. This is espcially true of AVs with any kind of scrapper tanker defense set. Also the psi mental set tends to really shine when exemping as its not one so depending on given tiers like getting thier nuke at 32.
Psi for blasters has been alot like what dark melee was to scrappers in the early days. A unique set gifted with tools that may seem inferior to those clinging to the old ways, but when you learn to let go of the old, you will find the new is armed and armored for the world we live in now, not the one we remember. -
I think the real reason for this possible change isnt what blasters want so much as how others view blasters. I have only one devoted blaster though i have tried many different power combos over the years. What I found long ago was that I wouldnt use the nuke or snipe enough to justify them at all. Some here say well its easy to nuke pop a blue and be on thier way.
Yet the reality is any end crash is a bad thing especially if you run a few toggles. I myself have long favored the steady stream of dmg by not using a nuke and focussing on my main aoes and melt mobs so fast I never worry. Judgment gave me a nuke end game which certainly has been nice and really made my choice to not carry the natural nuke of my set seem all the wiser.
The age of the holy trinity is long past and blasters as a warrior caste need to be retooled abit. I would have no issues with nukes being changed abit, but I also would like to see more 2ndary sets for blasters with the diverse uses that mental manipulation have. Self healing/end recovery and controls plus strong dmg. that is what more blaster sets need.
hell take out somethign worthless from devices and give it a self heal like from the med pool but no interupt and about 2 times the base effect and then that set would see alot more use to be sure by more then concept toons. -
I myself know where your coming from OP. One of my few remaining first year toons is a Kat/SR who has because of the flaws in SR had to be shelved for a long time with only occasional surges of interest in trying to make him work.
Now people thow trying to help are throwing out numbers but not alot of the tactical practical reasons for what. And knowing the whys and whens are alot more important then the what % in the power though that does have its importance as well.
Katana, a popular set for fast strong attacks, generally due to its version of parry is seen as a better partner for sets with no form of defense like regen. However that doesnt mean it cant be a great set. outside of parry you only need 4 attacks, as the pbaoe is always to long an animation for a serious scrapper. Your aoes pre 50 and judgment will be minimal but with proper tactical placement can hit numerous foes and whittle them down plenty fast.
Keep in mind a Kat/SRs purest function is not the slayer of worthless trash mobs but a single target AV/GM killer of the highest order.
Now SR. Ah SR one of my favorite sets in theory, in practice one of the hardest to make work.Alot are going to throw out the whole soft cap stuff and far to many are far to dependant on it. Defense on its own is alot less then pure healing on its own. Think about it. Regen scrappers know no fear unless poorly made and poorly played.Empaths are typically more popular then bubblers( except when I am on my regen) SR is like the other side and revels in pure healing support like few others.
This weakness is also the source of the extreme strength of the Dark/SR combo. SR being so specialized does what it does very well. Dark melee fills in the lack of self heals and end recovery so perfectly its like the devs meant for it to happen.
Having long ago learned these lessons scrappers now know well what it takes to cover SRs gaps. Body mastery at lvl 41+ will give access to several powers to help your end recovery and healing rate. And once you make 50 Rebirth imo for its spot heal and regen boost is the ultimate combo for an incarnate SR. This will let you at 50+ be very capable of covering your own needs most of the time and focus on outright killing.
As for sets, without knowing the kind of player/funds you have access to its hard to reccomend. However my kat SR in his main purple set using build uses 5 purple sets to 5 parts, 5 lotg 7.5s, 2 knockback sets for thier 7.5s and 5 5 part red fortune sets for maximin global recharge and an elude with less then 40 seconds of downtime between uses.

For my money though, I'd like it to be Blue Steel. He's always seemed a rather pointless addition to the signature characters. Besides, he spends all day guarding the giant penny he stole from the Batcave, and him being a cop and all...it's just not right... -
I'll say Synapse. He'll have a good Leroy Jenkins moment run in, die, and give us all a good lesson to look before we leap.
Not to mention he's had about zero done with him, is not plastered over any part of any COH material I can see, and is a general jerk. Yeah I'd go with Synapse.
