If someone could provide me with a step by step guide to the above, I would be most most most grateful.
Thanks for the continued help.

Same here...
I have a Nvidia something, and when I downloaded the latest from their site the game actually said I had older routines than before... weird, huh? -
Well, that was nice to know... And here I was buying a new computer just for this game.. haha... well, then. What a waste of money.. (The game, that is. The computer will come in handy in Wow or something similar then...)
Cheers! -
Well, the DX9-thing didn't work for me either... Was just an 'upgrade' of my current DirectX (10), so I don't know what good it did, really...
Anyway, isn't it time for the developers to fix this..? -
I have the exact same problem... with the borked graphics.. Didn't do the 'tweaks' to get stuck at the loading banner...
Interesting to see if a cure comes up...
Will do the DirectX 9.0-thing now... Will I have to reload # 10 after? -

Second tip: For Vista users, you have to add a extra command to the shortcut for your mousepointer to work correctly. Change the shortcut into:
"c:\program files\city of heroes\cohupdater.EU.exe" -compatiblecursors 1
(mind that you add the command after the ", else you will get an error).
