Yeah, you can cast it as often as the power's available. It's just that you can only ever cast it once on a given pet (though you wouldn't want to cast it more than that, since it's active until they go down or are unsummoned).
I remember when it had to be cast on each pet individually. And the pets would unsummon whenever you entered a new instance. And we had to summon our pets uphill through the snow, both ways... -

It used to be that you had to upgrade each pet individually. This, combined with the fact that pets would unsummon when you entered an instance, meant that Masterminds spent a huge amount of time setting up every time they entered a new mission.
The designers, thankfully, fixed this. I believe it functions as an AoE, so as long as your minions are all fairly close by, they should all be affected.
They did basically the same thing to forcefields, which makes playing my Bots/FF character much more fun. -

Okay, done the respect more-or-less as you said. I grabbed the Blood Mandate set from the store and slotted it into the drones. I ended up taking Katie's advice for the Protector Bot and Assault Bot. Instead of stealth power pool, I went with medicine, just to have a way of getting my bots back on their feet if they get hammered.
They do seem to be doing a lot better now, especially now that I've gotten rid of all of the red enhancements and bought new ones. -
Okay, so, I'm slowly getting back into the swing of things. However, making new toons makes me realize just how crappy my old primary is. Part of this is the fact that most of the enhancements he has are too low level now (I've gained a few levels, but I'm not sure what's actually good as far as enhancements go) or empty (I was never sure what was good for these powers).
I've got respecs to spare, but I need some guidance on what isn't going to be terrible.

Odd. I bought the witch set, and it's working for me. Well, I'm sure the mods will have things sorted for you soon.

I'm not entirely sure this is a real problem. The game keeps giving me messages that my characters are locked because it's a free account. My account clearly shows VIP (and paid to January) on the site. As well, all of my VIP rewards appear to be showing up properly. My characters appear to all be accessible, so I think it's just a display problem.
Still, it's a little troubling. -
I honestly think that would be a great potential money-source for NCSoft: cosmetic changes to powers. The powers would remain the same, the animations would take the same length of time, but the visual appearance would be different. They kind of do this by letting you select your weapons, but obviously there's room for more than that. Attacks are an obvious choice, but travel powers are another. It's been done with temporary travel powers like jet pack, so there's no reason they couldn't create a purchasable version that would affect the pool power.

Alternately, at least until you pick up a taunt, you can hit follow protective to keep your pets from running into the next mob. Wait for the runner to come back (or just move onto the next mob once you're ready, so long as you're confident you can take them and the runner).

I'm working through Praetoria with a new toon, and it's been a while since I've played. It's not going terribly, but it's starting to get a little harder. Part of that is probably because I haven't put too much effort into getting enhancements, but I'm also wondering how good the basic build is. Any advice?
Basic concept is an undead jester, by the name of the Dead Punchline. Not the greatest concept, admittedly, but it was fun making the costume.
